Title
SPDSS Task 5 - Key Structure, Harold D. Roberts Tunnel
Description
The Harold D. Roberts Tunnel has been identified as a key structure for the South Platte Decision Support System (SPDSS) consumptive use and surface water modeling efforts. The purpose of this Task 5 memorandum is to document physical, legal, and operational aspects of those key structures identified.

Average (1964-2002) = 53,313 acre-feet
Maximum (1978) = 133,766 acre-feet
Minimum (1984) = 0 acre-feet.
The preceding data is presented in water year due to the availability of data at the time
this report was prepared. If this data is used for future modeling efforts, it is
recommended that the data be analyzed in ca lendar year. Monthly diversions for Roberts
Tunnel are presented in Table 2.
WATER RIGHTS
On the Blue River, the Roberts Tunnel water ri ght is junior to the storage rights of Green
Mountain Reservoir and the direct flow rights of the senior portion ( 1929 priority) of the
Continental-Hoosier diversion project. Dive rsions through the tunnel are influenced by the
downstream water rights for Green Mountain Rese rvoir, downstream calls from either the
Shoshone Power Plant or the Cameo area water rights, and the availability of water in other parts
of Denver’s system to replace out-of-priority dive rsions. Roberts Tunnel has direct flow water
rights for a total of 520.0 cfs absolute and 268.0 c onditional from the Blue River. Water diverted
through Roberts Tunnel is considered reusable water. As such, Roberts Tunnel water can be
used until the water is fully consumed. Table 1 pr esents the details of the associated direct flow
water rights.
Table 1
a/
Direct Flow Water Rights
Structure Appropriation Adjudication Administration Decreed
Source Use
Name Date Date No. Rate
Irrigation
Roberts
520.0 cfs - Municipal
Tunnel (aka
Blue Absolute Industrial
Blue River 6/24/1946 3/10/1952 35238
River 268.0 cfs - Fire
Diversion
Conditional Domestic
Project)
Other
a/
Colorado Water Rights Tabulation.
Associated Storage:
Water is stored in Dillon Reservoi r on the Western Slope through Denver
Water’s Dillon Reservoir storage rights. When direct flow rights for Roberts Tunnel are
out-of-priority water stored under the Dill on Reservoir storage rights may diverted
through the tunnel.
On the Eastern Slope, diverted water may be st ored in reservoirs lo cated within Denver
Water’s South Platte Collection System incl uding Strontia Springs Reservoir, Chatfield
Reservoir, and Marston Reservoir.
Compact and Other Legal Considerations:
The following provides a general overview of the
key legal agreements that govern Roberts T unnel and the associated system. Roberts
Tunnel is subject to the following three key legal considerations:
RobertsTunnel.doc 6 of 10
