Right to fill and refill, 2,939 of absolute, 2,111 of conditional <br />3. 1,359 of absolute, 591 of conditional <br />Reservoir Accounts: All of the storage water in Riverside Reservoir, and all of the direct flow <br />and Vancil Reservoir storage water owned by the District is used for either irrigation on <br />System lands or augmentation water for System wells. Stockholders in the District are <br />entitled to receive apro-rata annual allotment of water for each `bonded' acre within the <br />District. Average historical water allotment in the District has been in excess of 1 acre- <br />footper District acre. In addition, the District owns 1939.25 `private rights', or <br />approximately 77% of the Company shares. Therefore, if a land owner owns bonded <br />acres within the District, the land owner will have ownership in both the District and <br />Company. Average historical water allotment in the Company has been 16 acre-feet per <br />Company share, with four Company shares equal to a private right. Stockholders can <br />also independently own private rights in the Company and are then entitled to receive a <br />pro-rata annual allotment for each Company private right. Stockholders that only own <br />private rights do not have to be within the District boundary. Structures that convey <br />private rights that are not currently within the District boundaries include: <br />• Upper Platte and Beaver Canal <br />• Lower Platte and Beaver Canal <br />Transbasin Rights <br />Historically, the District owned approximately 6,000 shares of the Colorado Big-Thompson <br />Project (CBT). In recent years, the District has sold half of these shares and now only owns <br />3,000 shares. No individual owners within the District own CBT shares. <br />Administration <br />Administration of the water rights associated with the System involves interaction with the <br />Water District 1 Water Commissioner and the Division 1 Engineer. The Superintendent for the <br />System is more often in contact with these individuals during periods of storage and <br />augmentation. The Superintendent for the System is also in contact with representatives from <br />Prewitt Reservoir and Jackson Lake during times of the System's storage releases from the <br />reservoirs. <br />Riverside Irrigation System.doc Page 12 of 14 <br />
