PHYSICAL INFORMATION <br />Prewitt Reservoir is owned by three entities: <br />• Logan Irrigation District <br />• Iliff Irrigation District <br />• Morgan Prewitt Reservoir Company. <br />Ownership by the Logan and Iliff Irrigation Districts, (54.8% and 25.8%, respectively) provides <br />supplemental irrigation water to land owners within the district boundaries (Figures 2 and 3). <br />The amount of water made available to individual farmers is proportionate to their irrigated <br />acreage within the districts boundaries. The Morgan Prewitt Reservoir Company, which owns <br />the remaining 19.4% of the reservoir, provides supplemental irrigation water to numerous <br />shareholders along the lower South Platte River. The amount of water made available to <br />individuals is proportionate to the number of shares owned. <br />Operations of the reservoir are overseen by the Prewitt Operating Committee consisting of three <br />representatives each from the Logan Irrigation District and the Iliff Irrigation District, and five <br />representatives from the Morgan-Prewitt Reservoir Company. The Committee does not <br />participate in day-to-day operations of the reservoir. <br />Historically, Prewitt Reservoir was operated to provide supplemental irrigation water to <br />approximately 30,000 acres of farm land. This water was provided through reservoir releases for <br />delivery directly to downstream ditches, or via exchange for those owners located upstream of <br />the reservoir. In recent years, Prewitt Reservoir has served primarily to provide a source of <br />augmentation water, and releases have been made to the river pursuant to augmentation <br />requirements and at the direction of the Division 1 Engineer. For example, for several years <br />Groundwater Appropriators of the South Platte (GASP) leased much of the ownership in the <br />reservoir under the Iliff Irrigation District. In the future, Prewitt Reservoir will likely continue <br />to be instrumental in numerous plans for augmentation on the lower South Platte River (included <br />are the applications filed in Case Nos. 03CW195 and 03CW208). <br />Managers of the Prewitt system are responsible for operating the structure in the South Platte <br />River that diverts water for the Tetsel Ditch, and for deliveries into the Johnson and Edwards <br />Ditch via the inlet canal. Representatives from both Tetsel, and Johnson and Edwards ditches <br />work closely with the Prewitt Manager. <br />Storage in Prewitt Reservoir primarily comes from the inlet canal. Periodically, additional water <br />may enter the reservoir via tailwater from the Lower Platte and Beaver Canal although these <br />inflows are not measured. <br />The Manager of Prewitt Reservoir is responsible for managing and reporting releases on behalf <br />of the reservoir owners. In recent years, the Manager and owners typically work with the <br />Northern Colorado Water Conservancy District (NCWCD), which helps in the engineering <br />analysis and accounting associated with multiple augmentation plans on the lower South Platte. <br />NCWCD also works closely with Water Commissioners in Water District 1 and Water District <br />Prewitt Reservoir.doc Page 4 of 15 <br />
