Title
SPDSS Task 5 - Key Structure, Prewitt Reservoir
Description
The Prewitt Reservoir has been identified as a key structure for the South Platte Decision Support System (SPDSS) consumptive use and surface water modeling efforts. The purpose of this Task 5 memorandum is to document physical, legal, and operational aspects of those key structures identified.

PHYSICAL INFORMATION
Prewitt Reservoir is owned by three entities:
• Logan Irrigation District
• Iliff Irrigation District
• Morgan Prewitt Reservoir Company.
Ownership by the Logan and Iliff Irrigation Districts, (54.8% and 25.8%, respectively) provides
supplemental irrigation water to land owners within the district boundaries (Figures 2 and 3).
The amount of water made available to individual farmers is proportionate to their irrigated
acreage within the districts boundaries. The Morgan Prewitt Reservoir Company, which owns
the remaining 19.4% of the reservoir, provides supplemental irrigation water to numerous
shareholders along the lower South Platte River. The amount of water made available to
individuals is proportionate to the number of shares owned.
Operations of the reservoir are overseen by the Prewitt Operating Committee consisting of three
representatives each from the Logan Irrigation District and the Iliff Irrigation District, and five
representatives from the Morgan-Prewitt Reservoir Company. The Committee does not
participate in day-to-day operations of the reservoir.
Historically, Prewitt Reservoir was operated to provide supplemental irrigation water to
approximately 30,000 acres of farm land. This water was provided through reservoir releases for
delivery directly to downstream ditches, or via exchange for those owners located upstream of
the reservoir. In recent years, Prewitt Reservoir has served primarily to provide a source of
augmentation water, and releases have been made to the river pursuant to augmentation
requirements and at the direction of the Division 1 Engineer. For example, for several years
Groundwater Appropriators of the South Platte (GASP) leased much of the ownership in the
reservoir under the Iliff Irrigation District. In the future, Prewitt Reservoir will likely continue
to be instrumental in numerous plans for augmentation on the lower South Platte River (included
are the applications filed in Case Nos. 03CW195 and 03CW208).
Managers of the Prewitt system are responsible for operating the structure in the South Platte
River that diverts water for the Tetsel Ditch, and for deliveries into the Johnson and Edwards
Ditch via the inlet canal. Representatives from both Tetsel, and Johnson and Edwards ditches
work closely with the Prewitt Manager.
Storage in Prewitt Reservoir primarily comes from the inlet canal. Periodically, additional water
may enter the reservoir via tailwater from the Lower Platte and Beaver Canal although these
inflows are not measured.
The Manager of Prewitt Reservoir is responsible for managing and reporting releases on behalf
of the reservoir owners. In recent years, the Manager and owners typically work with the
Northern Colorado Water Conservancy District (NCWCD), which helps in the engineering
analysis and accounting associated with multiple augmentation plans on the lower South Platte.
NCWCD also works closely with Water Commissioners in Water District 1 and Water District
Prewitt Reservoir.doc Page 4 of 15
