Case Numbers 02CW392, 02CW393, and 02CW394 <br />- Includes changes of use of additional share ownership in Big Thompson Manufacturing <br />Ditch, Barnes Ditch, Chubbuck Ditch, Buckingham Ditch, Louden Ditch, Southside <br />Ditch and Farmers Ditch and transfer of said ownership to the Loveland Pipeline. <br />- Loveland is also claiming the right to exchange fully reusable return flows available at <br />the WWTP from the use of Windy Gap water and previously stored 202A water up to <br />Green Ridge Glade Reservoir, the Dille Tunnel, the Olympus Tunnel and the Hansen <br />Feeder Canal wasteway. <br />- The changed ditch shares will be used to supplement the City's existing water supply and <br />to provide water for storage in Green Ridge Glade Reservoir. <br />Case Number 03CW354 <br />- Modifies the 202A decree and supplementary decrees, making them consistent with the <br />modifications adjudicated in Case No. OOCW 108 decree, which will maintain consistency <br />among the different change decrees. <br />OPERATIONAL INFORMATION <br />Water Demands <br />The City's current potable demand has ranged between approximately 13,000 ac-ft per year (ac- <br />ft/yr) to 14,000 ac-ft/yr over the last five years. These potable demands include commercial and <br />open space irrigation demands and correspond with a service population of about 63,000. This <br />demand level equates to approximately 190 gallons per capita per day (gpcd) and about 280,000 <br />gallons per year (0.86 ac-ft/yr) for a family of four. The City's current demand level is less than <br />the approximately 254 gpcd South Platte River basin Northern area demand reported in the <br />Statewide Water Supply Initiative. <br />Water demand projections are regularly being updated based on future scenarios developed by <br />the City Planning Department. The current estimate of future water demand is about 30,000 ac- <br />ft/yr, corresponding with a population of about 127,000. The City's dedication requirement for <br />water rights is approximately 2 ac-ft per acre of annexed land, or more if the proposed uses <br />require additional water supplies. <br />In addition to supplying water for potable uses, the City makes releases to the stream for <br />replacement of evaporation depletions from off-channel ponds at municipal golf courses and <br />parks. Replacements for these uses have been made to the stream since about 1988 and generally <br />amount to about 100 ac-ft each year. Other lessees of reusable effluent for non-City entities equal <br />about 300 ac-ft/yr. <br />Other water demands often required of municipalities are the obligations to maintain historical <br />return flows associated with the municipal use of credits from changed irrigation ditch shares. <br />The bulk of Loveland's changed direct flow rights were adjudicated in Case No. 82CW202A. <br />The operation and return flow obligations associated with these shares are dependent on the use <br />of the shares, as adjudicated in the decree for that case and as summarized below. <br />Direct Use <br />City of Loveland Operating Memorandum.doc Page 12 of 15 January 5, 2005 <br />
