Title
SPDSS Task 5 - Key Structure, Jackson Lake & Fort Morgan Canal System
Description
The Jackson Lake & Fort Morgan Canal System has been identified as a key structure for the South Platte Decision Support System (SPDSS) consumptive use and surface water modeling efforts. The purpose of this Task 5 memorandum is to document physical, legal, and operational aspects of those key structures identified. This memo was revised to incorporate additional storage information. Conveyance Efficiency: Fort Morgan Canal experiences seepage losses that can range from 35
to 50 % depending on the flow.
Return Flow Locations: Canal seepage losses generally accrue to the lands with the Fort
Morgan service area, benefiting irrigation and augmentation wells in the area.
Ultimately, the channel seepage losses and irrigation return flows accrue to the South
Platte River.
Irrigated Crops: Over 15,000 acres are irrigated under Fort Morgan each year, using direct flow
diversions, Jackson Lake Reservoir storage water and ground water. Crop types planted
within the Fort Morgan service area include: corn, comprising approximately 80% of the
total crops grown, and alfalfa, wheat, oats, sugar beet and irrigated pasture land combined
to make up the other 20%.
HydroBase Data: Historical records of direct flow diversions for irrigation, including the
diversions of Jackson Lake Reservoir releases, are recorded in Hydrobase under Fort
Morgan Canal. Total historical diversions the canal structure average approximately
49,500 acre-feet per year. Records include diversions of Jackson Lake Reservoir
releases, diversions of C-BT water, diversions for the Fort Morgan augmentation plan
and diversions for the Western Sugar Plant. Diversion records are generally available in
Hydrobase from 1950 through 2003.
WATER RIGHTS
The shareholders in the Company have ownership of the associated water rights on the inlet
canal, as shown in Table 2, and the storage rights in the reservoir, as shown in Table 4. Fort
Morgan has ownership of two direct flow water rights on the canal, as shown in Table 3.
Direct Flow Rights
Jackson Lake Inlet has a decreed water right of 400 cfs for storage water rights associated with
Jackson Reservoir and also a decreed water right of 400 cfs for the refill of storage water rights
associated with the reservoir.
Table 2
Direct Flow Rights -Jackson Lake Inlet i
Source Appropriation
Date Adjudication
Date Administration
No. Decreed
Amount Uses
South Platte River 5/18/1901 1/15/1914 18765.00000 400 cfs Stora e
South Platte River 5/18/1901 5/11/1915 19918.18765 400 cfs Storage
South Platte River 12/31/1929 6/8/1965 31423.29219 400 cfs Stora e
South Platte River 12/31/1973 12/31/1985 49308.45290 30 cfs ~ Storage &
Irri ation
Notes: 1.
