evaporative cooling at the Rawhide Power Plant. The reuse water is water identified as <br />“new foreign waters” and “newly captured in -basin waters” and is classified as fully <br />consumable. With respect the WSSC, “new foreign waters” are t hose waters resulting <br />from the 1975 improvements of the Grand River Ditch System and “newly developed <br />water within the Cache la Poudre Basin” in cludes those waters stored pursuant to the <br />conditional decree for the Long Draw Reservoir Enlargement. And with respect to the <br />City of Fort Collins, “new foreign wate rs” are those waters imported through the <br />Michigan Ditch System in excess of an aver age of 1,000 acre-feet of water per year and <br />“newly developed water within the Cache la Poudre Basin” includes those waters stored <br />in Joe Wright Reservoir under the conditio nal decree for the enlargement of the <br />Reservoir. <br />Case No. W-9322-79 addresses the reuse of these “new foreign waters” and “newly <br />captured in-basin waters”, augmentation of thes e waters, and changes in place, character, <br />and type of use of these waters. All newly defined waters can be used for beneficial <br />purposes including but not limited to irrigation, domestic, or industria l purposes or as a <br />part of augmentation plans, and with full consumption of all the waters. <br />Decreed as Case No. 87CW332, the City of Thornton changed the use of 283.354 shares <br />of WSSC and 1.25 shares of Jackson Ditch Company from agricultural use in Larimer <br />and Weld Counties to municipa l use by the City of Thornton. Currently, Thornton is not <br />taking any water pursuant to th is decree, however, they intend to do so in the future. <br />OPERATIONAL INFORMATION <br />Water Supply and Storage Company opens up the Grand River Ditch each spring as soon as it <br />can be reached through the snow, typically in late May or earl y June. Once opened, the Grand <br />River Ditch discharges continuously. The peak di scharge occurs in June or early July and the <br />flow tapers off to zero in September. <br />Grand River Ditch does not interact with any <br />other diversions. Wate r diverted through Grand <br />River Ditch is used to supplement direct <br />diversion supplies. Water Supply and Storage <br />diverts Grand River Ditch water, stores the water <br />in Long Draw Reservoir, and releases the water <br />on an as needed basis through the Larimer <br />County Ditch for irrigation and municipal use. <br />Grand River Ditch water ma y be stored in WSSC <br />plains reservoirs until needed by WSSC. <br />Grand River Ditch <br />The operating strategy for water transported through Grand River Ditch varies depending on <br />numerous variables including the demand for wate r by stockholders, the am ount of water in the <br />basin, and the weather. When stockholders are irrigating, water may be released to meet the <br />irrigating needs of the stockholders or to satis fy minimum streamflow requirements.
