The Drake Water Reclamation Facility (DWRF) was constructed in 1968 on the south side of the <br />Cache la Poudre River in the Northwest'/4 of Section 29, Township 7 North, Range 69 West of <br />the 6th Principal Meridian. The Drake WWTP has been upgraded a number of times. The most <br />recent expansion occurred after the City agreed to treat wastewater from the Anheuser-Busch <br />brewery, which was annexed into the City's service area in 1982. Pipelines between DWRF and <br />MWRF were also installed to allow excess waste stream from the Mulberry plant to be treated at <br />the Drake plant. DWRF currently has an operating capacity of 27.3 mgd and currently discharges <br />an average of about 14 mgd into either the Fossil Creek Reservoir inlet ditch or the Cache la <br />Poudre River. The effluent stream from DWRF is generally conveyed through Fossil Creek <br />Reservoir and through the Fossil Creek outlet ditch to the Cache la Poudre River near the <br />Larimer County/Weld County border. <br />The City does not have a reuse plant on-line. <br />WATER RIGHTS <br />In addition to its direct flow and storage water rights, the City has acquired share ownership in <br />various ditch companies and reservoir storage as a consequence of the raw water dedication <br />policy that has been in place for the last 40 years and other purchases of raw water supplies. The <br />City's ownership in water rights associated with the South Side ditches was changed to <br />municipal uses in water court in the early 1990s. The City's ownership in other significant ditch <br />systems, including NPIC and the Water Supply and Storage Company (WSSC), are used <br />differently, as described below. <br />The combination of the Fort Collins Pipeline water rights, ditch company transfers, and <br />transmountain water has generally provided ample supplies to meet the City's water demands. <br />In-basin supplies currently supply about 60 percent of the City's water demand, with the <br />remaining supplies provided by transmountain supplies. <br />Direct Flow Rights /Historic Ilse Credits <br />• Cache la Poudre River direct flow rights from Civil Action Numbers 1789, 4244, 4359, 5327, <br />11217, 11488, and Case Numbers W-8719 and 93CW124 are summarized in Table 2. <br />City of Fort Collins Operating Memorandum.doc 9 of 20 January 5, 2005 <br />
