Reusable water from the above sources is delivered to the Fort Collins municipal water <br />system, either directly or by exchange. The water is used by City customers and the reusable <br />effluent is captured by PRPA for use at the Rawhide Plant. The reusable supply is provided by the yield <br />of the Fort Collins sources (2,560 ac-ft/yr, 40%) and the WSSC sources (3,840 ac-ft, 60%) <br />in the Reuse Plan decree. Fort Collins and WSSC carry out two paper bookovers to facilitate <br />the agreement: <br />• WSSC does not need reusable supplies. Therefore, WSSC's Grand River Ditch and Long <br />Draw system water is re-colored as single use water and WSSC books over a like amount <br />of reusable water to Fort Collins in Horsetooth Reservoir. This is generally in the form of <br />C-BT units. WSSC then uses its single-use Grand River and Long Draw water in its <br />system for irrigation. <br />• PRPA provides 4,200 ac-ft total of Windy Gap water to Fort Collins and WSSC for the <br />Reuse Plan. Again, WSSC does not need reusable water so Fort Collins takes the Windy <br />Gap units and books over 1,890 ac-ft of single use C-BT water to WSSC. For WSSC, this <br />payback is only 45 percent of the demand (4,200 ac-ft/yr) in exchange for providing 60 <br />percent of the supply but it equates to 1,890 ac-ft of additional supply. <br />• Fort Collins gets the use of 3,840 ac-ft of reusable supplies from WSSC (in exchange for <br />single use water) and 4,200 ac-ft of Windy Gap water it did not have previous to the <br />operation of the plan. It must pay 1,890 ac-ft back to WSSC, which results in a net gain <br />of 2,310 ac-ft of additional supply. <br />Joint Operating Plan (JOP) <br />• Fort Collins, Greeley, and WSSC require special use permits from the United States Forest <br />Service (USFS) to operate their reservoirs on public lands. Bypass flow requirements are <br />often required by the USFS as a condition of issuing special use permits.
