Other water demands often required of municipalities are the obligations to maintain historical <br />return flows associated with the municipal use of water changed from irrigation company ditch <br />shares. The return flow obligations from the changed direct flow rights are unique to each ditch. <br />The operations with the City's South Side ditch shares and associated return flow obligations are <br />summarized in the decree for Case No. 92CW 129. <br />Replacements of historical return flow obligations associated with the City's use of its changed <br />shares are provided by WWTP effluent, non-diversion of its changed water rights, or lawn <br />irrigation return flows (LIRFs) associated with its South Side ditch water rights that were <br />quantified in Case No. 92CW 129. <br />Additional demands satisfied with the City's water supplies include the Reuse Plan with PRPA <br />and operation of the Joint Operations Plan with Greeley and WSSC. These plans are summarized <br />below. <br />Reuse Plan <br />• The Platte River Power Authority was established in the 1970s to supply the wholesale <br />electric power and energy requirements to Estes Park, Fort Collins, Longmont, and Loveland. <br />Cooling water for the proposed Rawhide Power Plant (located about 20 miles north of Fort <br />Collins) is provided by the on-site Rawhide Reservoir. The reservoir is filled via the Rawhide <br />Pipeline (see Figure 1), located directly below the Fort Collins DWRF, which can divert river <br />water and the City's reusable effluent. <br />The PRPA's annual demands are 4,200 ac-ft, distributed fairly evenly throughout the year <br />0350 ac-ft/month). The source of reusable supplies comes from the "new foreign water <br />sources" in the Cache la Poudre River basin, as adjudicated in Case No. W-9322-73. These <br />reusable sources include the following: <br />City of Fort Collins sources <br />• Joe Wright Reservoir refill 797.14 ac-ft <br />• Joe Wright Reservoir enlargement 6,363.64 ac-ft <br />• Michigan Ditch diversions beyond historical, generally considered to be diversions <br />greater than 1,000 ac-ft/yr. <br />Water Supply and Storage Company sources <br />• Long Draw Reservoir enlargement 6,600 ac-ft <br />• Grand River Ditch diversions beyond historical, pursuant to the following: <br />South Feeder Ditch of Grand River Ditch system <br />- 9/1-5/21 All water diverted <br />- 5/22-5/31 Diversions > 1 cfs <br />- June Diversions > 4 cfs <br />- July Diversions > 2.5 cfs <br />- August Diversions > 1 cfs <br />North Feeder Ditch of Grand River Ditch system <br />- 11/1-10/31 7.5 percent of all water diverted <br />City of Fort Collins Operating Memorandum.doc 16 of 20 January 5, 2005 <br />
