Denver Water's well water rights are primarily used to supply a small <br />amount of parks, which amounts to much less than one percent of the Denver Water demand. <br />The well water rights are not included herein because of their limited use within the Denver <br />Water system. <br />Exchange Rights <br />Denver Water has a fairly significant and senior exchange water right that was adjudicated in <br />Civil Action 3635 and Case No. W-8783-77. The senior exchange decree allows Denver Water <br />to move water throughout its systems based on supply and demand conditions including the <br />native flow of the South Platte River basin. The points of replacement available to Denver Water <br />were decreed without specificity. The exchange-to points for the senior exchange are specifically <br />defined (see Table ll). Another major exchange decree, Civil Action 3286, allows Denver <br />Water to exchange water from the Colorado River into Antero Reservoir, Eleven Mile Reservoir, <br />and Cheesman Reservoir on the South Platte River. <br />Between 1972 and 1998, Denver Water exchanged an average of about 24,000 ac-ft/yr since it <br />started operating the exchanges in 1972, with a maximum exchange of about 63,500 ac-ft in <br />1991. Diversions of water at Strontia Springs Reservoir, Conduit No. 20, and Cheesman <br />Reservoir (including diversions into Cheesman of Roberts Tunnel deliveries by exchange) <br />account for well over 95 percent of the water exchanged by Denver Water. <br />Table ll lists the exchange water rights owned by Denver Water in the South Platte River basin. <br />Denver Water Board Operating Memorandum 32 of 40 <br />
