Supply Irrigating Ditch Company — Knouth Reservoir Dam Rehabilitation
Introduction
The Supply Irrigating Ditch Company (Company) is requesting a loan from the CWCB in the
amount of $896,000 to finance the engineering and construction of the Knouth Reservoir Dam
Rehabilitation (Project). The loan represents approximately 90% of the estimated total cost of
$995,000 for the Project. This Project will help the Company by increasing storage capacity and will
allow for more efficient management of water delivery due to the proximity of the Knouth Reservoir
with respect to the water users. See attached Project Data Sheet for a location map and a project
summary.
The Company received approval of a$1,700,000 CWCB loan in January of 2001 for a project that
included the repair and the enlargement of the Knouth Reservoir. Part of the project also included a
storage exchange involving the St. Vrain and Left Hand Water Conservancy District and storage in
the Beaver Park Reservoir. These negotiations were never fully executed so the enlargement project
did not happen. The Company has decided to change the scope of the project and request a new loan
for the repair of the existing Knouth Reservoir and keep its storage in the Beaver Park Reservoir.
This new approach will still achieve the goal of additional storage for the Company and is expected
to cost approximately $900,000 less than the enlargement project. (Staff is recommending de-
authorization of the previous loan.)
Background
Supply Irrigating Ditch Company services approximately 8,500 acres of irrigated farm land in
Boulder County between Lyons and Mead. The average delivery from the Company's ditch is 4,800
AF. Currently the water for irrigation is supplied by a direct flow decree and from the Beaver Park
