SPDSS Task 4 Memorandum <br />November 23, 2004 <br />Columbine Ditch <br />Columbine Ditch diverted water from Deadman Creek to the North Fork of the Cache La <br />Poudre River. Columbine Ditch has not been operated since 1957, when it was shut <br />down by court order as a result of Wyoming vs. Colorado, 289, U. S. 573. Columbine <br />Ditch is not on the State Engineer's Abandonment List; however, the City of Greeley, <br />owners of Columbine Ditch, does not intend to reinstate the use of Columbine Ditch as a <br />transmountain diversion. An operating memorandum was not developed for Columbine <br />Ditch. <br />• Continuously monitored Station 06750000 represents a complete set of diversion <br />data for the SPDSS study period and is the preferred source for historical <br />diversion data for Columbine Ditch. <br />• There is no recommended source for future diversion records because the City of <br />Greeley does not intend to reinstate use of Columbine Ditch as a transmountain <br />diversion structure. <br />Conclusions <br />For the purpose of accurately reflecting the hydrologic conditions in the South Platte <br />basin as a result of transmountain diversions, each of the 19 transmountain diversion <br />structures identified in the SPDSS FS were reviewed. For 14 of the 19 transmountain <br />diversion structures, it was determined that hydrologic conditions in the South Platte due <br />to the transmountain structure is accurately reflected in the continuously monitored <br />streamflow station or in a combination of two stations used throughout the study period. <br />As a result of incomplete data, StateMod format files were created for 4 of the 19 <br />transmountain structures. One transmountain structure, Deadman Ditch, was found not to <br />contribute to the non-tributary transmountain accretions to the South Platte basin. A <br />summary of these findings is provided in Table 3. <br />As part of SPDSS Task 4 -Key Transmountain Diversion Structures, structure specific <br />operating memorandum were prepared for 15 of the 19 transmountain diversion <br />structures identified. Information found in the structure specific memos includes an <br />overview of the system including historical information, physical details of the structure, <br />water rights, and operational information. Those structures for which a structure specific <br />memo was prepared are identified in Table 3. <br />Page 16 of 19 <br />
