Title
SPDSS Task 1 - Research and Identify Appropriate Study Period
Description
The objective of this task was to verify or refine the recommended study period as follows: 1. Review the availability and reliability of digitized data required for the development of DSS components; 2. Determine that the period includes wet, dry, and average periods; represents the long-term average hydrology of the basin; and allows for cost-effective modeling efforts; 3. Document study periods used in other modeling efforts in the South Platte Basin.

Data required for the SPDSS modeling efforts and reviewed in the data assessment
performed as part of the FS include the following:
- Streamflow gage records
- Surface water diversion records
- Transbasin diversion records
- Reservoir content and operational information
- Climate data
- Land use data
Streamflow Records
A summary of available Streamflow gage records for the North and South Platte River
Basins was provided in the SPDSS FS in Table B-1 of Appendix B. Based on the SPDSS
FS and additional review of Streamflow records stored in HydroBase, it was determined
that the spatial coverage, completeness, and reliability of data are good for water
resources planning purposes from 1950 to present.
Diversion Records
An assessment of available surface water diversion records was performed in the SPDSS
FS. The assessment of surface water diversion records found that while spatial coverage
of surface water diversion structures is good, the recorded and digitized data throughout
the study period of 1950 is incomplete. Table 1 shows that less than 50 percent of the
ditches in each water district have records stored in HydroBase prior to 1970. However,
Les Dalby with Division 1 indicated that fewer headgate diversion records were kept
prior to the mid-1970s due to manpower and technology limitations and that, in general,
larger ditches and ditches key to administration were measured. He believes that
available records have been digitized and entered into HydroBase, although there maybe
infrequent data for smaller ditches with estimated annual diversions provided by the user.
Table 1
Structures with Diversion Records in HydroBase prior to 1970
Water
District Number of Structures with
Records in HydroBase Number of Structures with
Records Prior to 1970 Percent with Records
Prior to 1970
1 418 172 41%
2 108 18 17%
3 104 37 36%
4 166 35 21%
5 124 47 38%
6 148 68 46%
7 140 32 23%
8 289 52 18%
9 59 19 32%
47 520 174 33%
48 63 0 0%
76 2 0 0%
64 77 33 43%
80 145 0 0%
23 418 172 41%
