SPDSS Memorandum <br />Final <br />To: Ray Alvarado and Ray Bennett <br />From: LRE, Erin Wilson and Mary Presecan <br />Subject: Task 1 -Research and Identify Appropriate Study Period <br />Date: October 6, 2003 <br />Introduction <br />The study period chosen for the SPDSS project should provide the historical hydrology <br />used in model simulations to answer "what if' questions regarding future development, <br />changes in river administration, and/or changes in reservoir operations. As such, the <br />study period should have a prolonged period of drought, a period of high runoff years, <br />and a period reflecting average conditions. <br />The SPDSS Feasibility Study recommended acost-effective study period for the DSS <br />modeling efforts of 1950 to the most current year available, based partially on the <br />availability of digitized streamflow and diversion records. The objective of this task was <br />to verify or refine the recommended study period as follows: <br />1. Review the availability and reliability of digitized data required for the <br />development of DSS components <br />2. Determine that the period includes wet, dry, and average periods; represents the <br />long-term average hydrology of the basin; and allows for cost-effective modeling <br />efforts <br />3. Document study periods used in other modeling efforts in the South Platte Basin. <br />The South Platte River basin has experienced significant growth during the proposed <br />study period, resulting in new reservoirs, increased use of ground water, and changes in <br />operations and management of existing water delivery systems. Therefore, this task <br />includes the documentation of significant changes in management, operations, and <br />administration during the recommended study period. <br />Approach and Results -Review Available Data <br />During the Feasibility Study (FS), a data assessment was performed of the available <br />digitized data required for the modeling effort for the South Platte River Basin (Division <br />1 excluding Water Districts 49 and 65) and the North Platte River Basin (Water District <br />47). The purpose of the data assessment was to evaluate the completeness and reliability <br />of available data within the selected study period and to determine if it is appropriate for <br />water resource planning purposes. This review was expanded and documented for this <br />memorandum. <br />Page 1 of 21 <br />
