The exceptions are as follows: <br />• Releases are not made from reservoirs in order to meet historic reservoir end-of--month <br />contents (Rule Type 9). Instead, most reservoirs are allowed to fill up their decreed <br />capacities subject to water availability and storage priorities. <br />Releases are made from Platoro Reservoir in order to meet required flood reservation <br />space. Flood reservation space at Platoro was represented in the model based on <br />guidelines used by the U.S. Army Corp of Engineers (Platoro Dam and Reservoir - <br />Water Control Manual, COE, 1998), and average April-June forecasted flows over the <br />study at the USGS gage Conejos River Near Magote, CO (ID 08246500). A flood <br />reservation pool of 15,000 of was represented in May of each year of the study period. <br />Summary <br />There are currently 337 operating rights defined in the calculated scenario of the Rio Grande <br />surface water model. All but twelve (12), which are associated with reservoir releases to targets <br />or forecasts (Platoro) are exactly the same as the historic scenario.
