The exceptions are as follows:
• Releases are not made from reservoirs in order to meet historic reservoir end-of--month
contents (Rule Type 9). Instead, most reservoirs are allowed to fill up their decreed
capacities subject to water availability and storage priorities.
Releases are made from Platoro Reservoir in order to meet required flood reservation
space. Flood reservation space at Platoro was represented in the model based on
guidelines used by the U.S. Army Corp of Engineers (Platoro Dam and Reservoir -
Water Control Manual, COE, 1998), and average April-June forecasted flows over the
study at the USGS gage Conejos River Near Magote, CO (ID 08246500). A flood
reservation pool of 15,000 of was represented in May of each year of the study period.
Summary
There are currently 337 operating rights defined in the calculated scenario of the Rio Grande
surface water model. All but twelve (12), which are associated with reservoir releases to targets
or forecasts (Platoro) are exactly the same as the historic scenario. Additional rules may be
developed as overall model development progresses and in order to achieve improved model
calibration.
Comments and Concerns
None
C:Acdss\Task9-2.doc Calculated Operating Rules October 23, 2000 -Page 2 of 2
