RGDSS Memorandum <br />Final <br />TO: Ray Bennett <br />FROM: Ed Armbruster, Hydrosphere <br />SUBJECT: RGDSS Surface Water, Task 9.2 -Develop Calculated Operating Rules <br />DATE: October 23, 2000 <br />CC: Randy Seaholm <br />Introduction <br />This memorandum represents delivery associated with Task 9.2 (Develop Calculated Operating <br />Rules). The objective ofthis task was as follows: <br />Develop operating rules required to simulate the surface water model in calculated mode. <br />Development of the Rio Grande Surface Water Model is proceeding through a phased <br />development approach. The model was first created and run in Historic mode, whereby historical <br />diversion, pumping, reservoir storage and other operational data are used as input for model <br />demands and operating criteria. The model is then calibrated against these historical data sets. <br />In Calculated mode, the model is being developed to run using demands that are calculated with <br />the Consumptive Use model (which develops agricultural irrigation water requirement (IWR) <br />demands based on cropping, climate, and acreage data). In addition, reservoir operations defined <br />in historic mode are revised in the calculated mode in order to simulate water use according to <br />currently understood operating practices. These reservoir operating practices are controlled by the <br />operating rights file. <br />Historic Scenario Operating Rights <br />The operating right file in a StateMod application allows user-defined operating practices to be <br />simulated as part of the prior appropriation doctrine. The historic mode has 348 unique operating <br />rules defined in the Rio Grande surface water model. These rules define a variety of water <br />management and water use activities and practices in Division 3, and fall into four general <br />categories of operations: Reservoir use, carrier diversion structures, split river channels and <br />Compact Operations. These operating rules are discussed in detail in a memorandum <br />documenting Task 6.10 of the Surface Water Contract (Prepare Operating Criteria File), and are <br />summarized in Table 1.
