RGDSS Memorandum <br />Final <br />TO: Ray Bennett <br />FROM: Ed Armbruster, Hydrosphere <br />SUBJECT: RGDSS Surface Water, Task 6.10 -Prepare Operating Criteria File <br />DATE: February 24, 2000 <br />CC: Randy Seaholm <br />Introduction <br />This memorandum represents delivery associated with Task 6.10, Prepare Operating Criteria File <br />/ Memoranda for the Phase la model (key structures only). The objective ofthis task is as <br />follows: <br />Develop the operating criteria file that describes non-standard basin operations <br />including reservoir use split river channels. <br />The operating criteria file in a StateMod application allows the definition ofuser-defined non- <br />standard or case-specific operating practices that are difficult to represent using the standard <br />water allocation method of StateMod which is strictly based on the prior appropriation doctrine. <br />There are 346 unique operating rules currently defined in the Rio Grande surface water model <br />operating file. These rules define a variety of water management and water use activities and <br />practices in Division 3, and fall into three general categories of operations: Reservoir use, carrier <br />diversion structures, and split river channels. The operating file (rg.opr) is provided as <br />Attachment 1 to this memorandum. Additional information concerning operating rules that can <br />be implemented in the StateMod modeling system can be found in the StateMod documentation. <br />Reservoir Use <br />Operating rules are used in StateMod to define specific reservoir water management practices. <br />Included are rules that define when, how much and where to release water for downstream uses. <br />For example, rules have been defined for specific reservoirs to release water for re-diversion at <br />specific downstream ditches (owners of the reservoir water) and only when those ditch's direct <br />flow water rights are insufficient to meet their demands. There are currently 146 reservoir-related <br />operating rules in the Rio Grande model used to make water deliveries to specific downstream <br />demands for all reservoirs except La Jara Reservoir and San Luis Lake (the current model does <br />not operate these reservoirs to meet downstream water demands). Additional information <br />concerning modeled operating practices of reservoirs in the Division 3 may be found in a <br />memorandum documenting development of the reservoir model input files.
