--Also, movement and discussion of use of underground storage and reservoirs to take potentially
existing reservoirs with large evaporation component and if there were a way to push this water
to underground storage, could there be a credit from this and allow irrigation from this, and yield
an amount that would be saved from evaporation-could be used; this will be on agenda next
week.
----Jerke: Would this evap water, an historic loss to the system (sort of like loss to prehatophyts)
be analogous to ag dry up? Thus, if a farmer can change from alfalfa to another crop with lower
use, and reduce and continue operation that would consume less consumptive use, could they
transfer this to other uses; this is different than return use water; right now there is no current
legislation in place.
--Mike Shimmin: Is this a specific project or just a concept?
--Dick Wolfe: Concept, but with specific clients who are pushing this.
--Mike Shimmin: "Underground storage"-no storage at all; they are just capturing.
--Dick Wolfe: Here there would have to be a lining of a pit.
--Hal Simpson: Source of water?
--Dick: Above ground storage, for example, reservoirs; those irrigation reservoirs with high
evaporative loss; concerns: boating and fishing on those open reservoirs can't happen for
underground storage.
--Randy Ray: Central Colorado WCD: Central WCD gives thanks to all who have helped with
securing water and to Roundtable for securing funding for school district-Ducks Unlimited:
Groundwater Management District: Stipulated Decree: operating at 35%quota-meaning that,
for example, a 160 ac farm that might be using 160 acft they are now getting 35% of that; other
district: well aug district: just went through several weeks of trial; having a hard time securing
long term water rights; under each decree have to project water to protect sr water rights: 1200
wells-1000 and 200 at 35%.
--Joe Frank: How many wells did you drop?
--Randy Ray: Originally 4400 dropped to 213.
--Bill Jerke: Who got dropped as a group?
--Ray: not really anyone as a group; bd of directors passed a policy to keep one well on each
farm; thus, 213 contracts; one group has gone $15 million in debt; done lots of jr recharge; still
constructing facilities; meeting frequently with Division office; history of Central: Tom Check
and bookkeeper; now at 13 and adding more; thus as we add staff, money diverted.
