This command file utilized the Rio Grande network <br />file (rg.rin) to identify all instream flow stations and reaches for which to extract information <br />from HydroBase. Several "set" commands were used in the command file to set seasonal <br />variability in water right demand amounts (the watright default is a constant amount). <br />A minimum reservoir release below Platoro Reservoir is represented as an instream flow right. <br />This instream flow was agreed upon during development of the reservoir and calls for release of <br />the minimum of reservoir inflow or 7 cfs. The modeled instream flow for 7 cfs was created using <br />the watright command file, and setting the administration number (priority) of the right to be just <br />senior to Platoro's own storage right. This has the effect of calling water past the reservoir until <br />the 7 cfs instream flow is met. <br />The StateMod instream flow files are provided as Attachments 1, 2, and 3.
