The yield of Costilla Reservoir is split between users in Colorado and New Mexico as defined by <br />the Amended Costilla Creek Compact of 1964. Table 2 of the Compact describes storage water <br />allocation between the two States at varying levels of reservoir yield. This table was used to <br />define a series of 34 water rights (17 for each State) for use in the Rio Grande surface water model <br />(Table 3). The priorities of these water rights were structured such that all storage is junior to <br />direct flow use on Costilla Creek. The sizes of accounts were generally determined based on the percentage <br />ownership by each ditch. Also, separate accounts were included to accommodate direct flow <br />storage at the four reservoirs in Division 3 that allow this practice. <br />With the exception of Platoro Reservoir, direct flow storage is limited to one ditch/canal for each <br />reservoir. At Platoro, numerous ditches can and have participated in direct flow storage. Since it is <br />the Conejos Water Conservancy District that owns the direct flow storage decree at Platoro <br />Reservoir, rather than individual ditches, nearly all ditches in the Conejos District may participate. <br />The Rio Grande model has been configured to allow up to 15 ditches to participate in direct flow <br />storage at Platoro, those that have participated regularly and significantly since 1993 (Table 5). In <br />addition, the model has been configured to allow 20 ditches to have access to the general pool in <br />Platoro Reservoir (Table 6). The account sizes for those ditches shown in Tables 5 and 6 are <br />based on the historical use of reservoir storage by these structures.
