A simple test application of this enhancement was provided by the State (Example No. 33). <br />Hydrosphere ran this example and reviewed the output to verify that the code was working as <br />intended. The "futile water right call" appeared to work as intended in the example problem. <br />Xconfl nodes were added to the Rio Grande Model rg.net file. Subsequent runs of the makenet <br />and other DMIs with the full RGDSS input files revealed some unexpected results (nested xconfl <br />causing problems, failure in some search algorithms, etc.). These problems were isolated and <br />resolved quickly by the Relational Database Contractor. Subsequent runs of the CDSS DMIs and <br />StateMod have shown that the futile call operates as implemented with xconfl nodes in the rg.net <br />file effectively isolating the sub-basins (or sub-networks) as intended. <br />Concerns <br />The last node in the isolated network must be treated like the last node in the entire network, and <br />it cannot be assigned return flows. With several xconfl sub-networks, and return flow/stream <br />depletion locations assigned either via the default next downstream or via the makertn utility, <br />attention must be paid to prevent returns and depletions to these nodes in the network. <br />Because futile call areas by definition have zero flow at their most downsteam point, stream <br />gages with zero flow were assigned in order to accurately estimate baseflows. <br />Because futile call areas operate independently of the mainstem, any simulated outflow from <br />these hydrologically distinct areas is included as an outflow in the water balance report (*.xwb). <br />Since any simulated outflow would indicate they are not hydrologically disconnected, these <br />points require careful consideration during calibration. <br />Carrier Structures with Annual Volumetric Limit <br />Overview <br />Several water rights in Division 3 have annual volumetric limits specified in their decrees, in <br />addition to instantaneous flow rates. <br />Objective <br />Test StateMod's ability to allow an annual volumetric limit to be specified for a carrier structure. <br />This enhancement was intended to represent a condition of several water rights associated with <br />the Eastdale Reservoir in Division 3, whereby a diversion structure is limited to a cumulative <br />volumetric amount in addition to an instantaneous flow rate. <br />Test Application <br />This enhancement to StateMod involved the creation of an operating rule (Type 14) for <br />implementation in the operating criteria file (rg. opr). A simple test application of this <br />enhancement was provided by the State (Example No. 36). Hydrosphere ran StateMod with this <br />set of input files and reviewed the output to verify that the code was working as intended. The <br />"Annual Volumetric Limit" enhanced operating rule for carrier structures appeared to work as <br />intended in the example problem. The annual volumetric limit is set through the variable <br />iopsou(2,k) when using rule Type 14. <br />Rule Type 14 was applied in the Rio Grande Model to a structure located on Costilla Creek. This <br />structure diverts water from Costilla Creek into Eastdale Reservoir and is limited annually to <br />1,000 of by the Costilla Creek Compact.
