<br />Guidelines and Specifications for Flood Hazard Mapping Partners [April 2003] <br /> <br />1.2.1.4 Community Floodplain Manager or Administrator <br /> <br />[February 2002] <br /> <br />One of the best sources of information regarding the community's map update needs is the <br />floodplain manager or administrator for the community. Mapping Partners that perform <br />Mapping Needs Assessments shall consult with the community floodplain manager or <br />administrator for information regarding map update needs. <br /> <br />1.2.1.5 State Coordinators <br /> <br />[February 2002] <br /> <br />State NFIP Coordinators may have valuable information regarding community map update <br />needs. Specifically, they may be able to provide input on needs of multiple communities within <br />a specific area or watershed and can be especially helpful when examining the needs of a large <br />potential project area. Mapping Partners that perform Mapping Needs Assessments shall consult <br />with the State NFIP Coordinator for information regarding map update needs. <br /> <br />1.2.1.6 Biennial Reports <br /> <br />[February 2002] <br /> <br />The NFrP Biennial Reports are prepared from information provided by community officials. <br />Based on community responses to standard questionnaires, these reports include information <br />about changes to flood hazards, projects that have been constructed, recent flooding events, and <br />annexations that have been undertaken. These reports, which can be obtained through the FEMA <br />Lead, may provIde mformatlOn that IS useful for assessmg map update needs. <br /> <br />1.2.2 <br /> <br />Community Surveys <br /> <br />[February 2002] <br /> <br />For some communities, a Mapping Partner may be tasked with developing a community survey <br />or questionnaire and/or to conduct such a surveyor questionnaire to a specific NFIP community. <br /> <br />1.2.3 <br /> <br />Evaluating the Effective Report and Map <br /> <br />[February 2002] <br /> <br />In addition to gathering information from the sources of mapping needs identified in <br />Subsection 1.2.1, it is crucial that Mapping Partners that perform Mapping Needs Assessments <br />evaluate effective FIS reports and FIRMs to obtain a complete picture of map update needs. One <br />significant factor affecting the need for updating the FIRM and FrS report for the community is <br />the nature of the natural or manmade changes that have occurred in the community and <br />surrounding areas since these documents were prepared, and the extent to which these changes <br />affect potential flooding. Another factor affecting the need to update an FIRM and FrS report is <br />the level of detail and quality of the existing data and underlying analyses. <br /> <br />The recommended approach to evaluating the FIRM and FIS report to determine whether the <br />information contained in these documents is accurate and up to date is discussed in Subsection <br />1.2.3.1 for flood data update needs and in Subsection 1.2.3.2 for map maintenance update needs. <br /> <br />1.2.3.1 Flood Data Update Needs <br /> <br />[February 2002] <br /> <br />A flood data update need is simply any need to update flood hazard data (e.g., discharges, BFEs, <br />floodplain boundaries, or regulatory floodway boundaries).
