<br />Guidelines and Specifications for Flood Hazard Mapping Partners [April 2003] <br /> <br />. NFIP Biennial Reports. <br /> <br />1.2.1.1 FEMA Archives [February 2002] <br /> <br />FEMA maintains archives for each community participating in the NFIP regarding production of <br />new and revised FIS reports, FIRMs, and FBFMs (when appropriate). Frequently, information <br />on community mapping needs is maintained in these archives. The Mapping Partner performing <br />the Mapping Needs Assessment may obtain information on how to obtain data from the FEMA <br />archives through the FEMA Flood Hazard Mapping Web site <br />(http://www.fema.gov/fhm/st order.shtm). <br /> <br />Additionally, the Mapping Partner that is performing the Mapping Needs Assessment may find it <br />useful to obtain and review a MNUSS Needs Summary report for the community. The summary <br />report identifies the existing mapping needs information on file for the community and the <br />source of the data. If a Mapping Partner is conducting a Mapping Needs Assessment and does <br />not have access to MNUSS, a Needs Summary may be obtained through the FEMA Lead. <br /> <br />1.2.1.2 Community Assistance Visits and Calls; <br /> <br />[February 2002] <br /> <br />FEMA created the Community Assistance Program (CAP) to provide outreach and technical <br />support to communities participating in the NFIP. The CAP is an integral part of the <br />admmlstratlon of the Nt< i.P at the reglOnal, state, and local level. <br /> <br />Under the CAP, both Community Assistance Visits (CA Vs) and Community Assistance Calls <br />(CACs) are used to obtain input and share information. A CA V is a visit by FEMA RO staff or <br />the State NFIP Coordinator to a community to assess whether the community's floodplain <br />management program meets NFIP participation requirements. Frequently, the RO will use a <br />CAC, which is simply a telephone call to the community, to supplement or replace a CA V. <br /> <br />Although it is not the primary purpose of the CA V and CAC, the FEMA RO staff usually asks a <br />community official about the overall satisfaction with the depiction of flood hazards on the <br />FIRM. Therefore, a review of CA V and CAe files may be a valuable source of information <br />about the community's map update needs. The Mapping Partner performing the Mapping Needs <br />Assessment may obtain copies of these files (kept in the FEMA RO and/or State NFIP <br />Coordinator's office) through the FEMA Lead. <br /> <br />1.2.1.3 Planning Reports Prepared by Other A~,encies <br /> <br />[February 2002] <br /> <br />Some State and local floodplain management agencies and planning organizations are <br />undertaking special efforts to identify mapping needs for areas with a history of recurring <br />flooding. For example, the district offices of the u.s. Army Corps of Engineers (USACE) as <br />well as other Federal, State and regional planning agencies have mandates to provide various <br />forms of nonstructural and structural flood protection and floodplain management planning. <br />Before undertaking such projects, these agencies typicalIy prepare a planning or reconnaissance <br />report, flood damage assessment, or some other type of pre-project planning report. A review of <br />such reports on a regional or state-by-state basis may be helpful in identifying map update needs. <br /> <br />1-13 <br /> <br />Section 1,2 <br />
