Harold Evans: Thing that we may be stn~ggling with (appreciate committee to <br />take on difficult tasks) is that the conunittee will ask us to set priorities, not <br />sure how to do this. For example, in SWASI Phase I, bird watching came up, <br />100 people showed up; bird watching is important, but how do we balance <br />that; different rec and environmental groups will be very vocal; how do we <br />figure out priorities and who do we speak for... . <br />Bert Weaver: Add suggested criteria: like to see the next criteria to have word <br />"quality"; non-consumptive use has the opportuiuty to bring in water quality <br />protection or ei~liancement; <br />Nicole Rowan: Map showing quality; <br />Bob Streeter: Remember that 1149 says that nothing that roundtables will do <br />will affect any existing water rights; what we need to do is to figure out how <br />to satisfy future needs; there is no threat to existing water rights; it is clear in <br />the Act that the legal rights ruling consumptive uses are not threatened by this <br />work. <br />Bill Jerke: But a focus onnon-consumptive will create more a gap; <br />Janet Bell: Would like to look at timing of the demand, when looking at the <br />use of the water, release of water in a stream vs. demand for it at various <br />times; is there an inherent conflict, and if so, how do non-consumptive needs <br />figure out how to meet both demands; <br />Mike Applegate: Better to not just have flow opportuiuties, there will be <br />stn~ctural alternatives that would assist in accomplishing non-consumptive <br />uses as well. <br />Bill Jerke: Where to go with this? Committee looking for more people; <br />consumptive use people need a seat at the table. <br />Sasha Charney: Instead of more people on subcommittee, suggest that the <br />existing committee interview some of us, like Harold Evans or myself, then <br />can help flesh out some of the maps and then come back to the roundtable. <br />Bill Jerke: It would be wise to design questions in an open-ended manner to <br />solicit as much info as possible. <br />Mike Shimmin: It would be helpful if you could develop a set of <br />recommendations; come back to us-show us the choices with pros and cons <br />and we could give you guidance; therefore, you are doing the bulk of the data <br />gathering and analysis; <br />Bill Jerke: Time frame? Monthly report? <br />Tom Iseman: We will continue to work as subconunittee, flag questions, do <br />some outreach ii1 between meetings, then continue to bring products back to <br />roundtable <br />Bill: maybe even present questions to consumptive world to see if they will <br />solicit good info. <br />John Stencil: Not many ag people here today, but also need industrial people <br />as well; all need to be interviewed. <br />Tom: This is being done in conjunction with Metro and industrial follcs there <br />too. <br />Sasha: Would be useful to send out questions beforehand; give us time for <br />feedback. <br />8 <br />
