Murcii 2006 ACCD Upper Yumpu Ritrr 13u~•in Irrtplementutran Plan • 3 <br />edit and release the Implementation, Plan for public review and comment. <br />• <br />• <br />• <br />• Task 6: Conduct Public Meeting 2 (March 2006): Organize and conduct a public meeting <br />to discuss the Implementation Plan; respond to public comments and questions; and record <br />public comments for incorporation into the Final Implementation Plan. <br />• Task 7: Finalize Implementation Plan (March 2006): Prepare Final Implementation Plan <br />based upon input received at the ~~1ork Sessions and Public Meeting. <br />1.2 BACKGROUND <br />The Colorado Department of Public F[ealth and Environment (CDPHE) Water Quality Control <br />Division (WQCD), in cooperation with the Yampa River Basin Partnership (YRBP), and through a <br />joint agreement among CDPHE, Routt: County, and Moffat County, directed preparation of the <br />Yampa Basin Watershed Plan (208 Plan). 'The 208 Plan, finalized in May 2002, is consistent with the <br />requirements of Section 208 of the Clean WaterAct and addresses water quality, water resources, and <br />facility needs within the entire Yampa River Basin, including both Routt and Moffat Counties. The <br />?08 Plan culminated in a list of basin-wide objectives and recommendations and received broad-based <br />support from the public and local, State, and Federal agencies. It was approved or adopted by both <br />counties, major cities and towns within the basin, and the Water Quality Control Commission <br />(WQCC). <br />~~/hile the parties participating in the preparation of the 208 Plan reached consensus on basin <br />objectives and recommendations, development of county or area-specific implementation plans was <br />deferred to a future date. Lack of funding, time, personnel, and/or organizational support, however, <br />has prevented local jurisdictions from continuing with the planning efforts initiated in the 208 Plan. <br />As noted above, this Implementation Plan continues with watershed planning presented in the 208 Plan for <br />the Routt County portion of the basin anti addresses a smaller land area, provides a more localized plan, <br />and presents further details for management and implementation of the watershed protection <br />recommendations presented in the 208 Plum. <br />KCCD * 1~7~ Piur Grow KouJ, Sirilr 201 ~i * J7eumGrxrt .S~+nu~c, CO y0-fY7 * (970) yTJ-.3221 <br />
