rvlureb 200( <br />RCCD tipper Yampa Biter Burin Implementation Plan • 2 <br />1.0 INTRODUCTION AND BACKGROUND <br />1.1 INTRODUCTION <br />R.outt County Conservation District (RCCD) was awarded a Watershed Protection Fund Grant <br />(`~~VPFG) from the Colorado Watershed Assembly (CWA) in January 2005 to prepare a planning study <br />for the upper portion of the Yampa River Basin. In accordance with the grant proposal, the Upper <br />Pampa Giver Basin Implementation Plan (Implementation Plan) builds on previous basin evaluations and <br />provides a roadmap for project implementation. <br />This Implementation Plan continues with watershed planning presented in the Yampa BaJ'iJ1 Watershed <br />flan (208 Plan) for the Routt County portion of the Yampa River Basin. The 208 Plan, finalized in <br />May 2002, addressed water quality, water resources, and facility needs within the Yampa River Basin <br />and included a list of basin-wide objectives and recommendations. This Implementation Plan addresses <br />a smaller land area, provides a more localized plan, and presents further details for management and <br />implementation of the top priority watershed protection recommendations presented in the 2081'lan. <br />7'he process associated with this Implemen,±ation Plan was similar to that of the 2081'lan and encouraged <br />open participation of interested parties, community groups, and local, State, and Federal <br />governmental agencies. The project sponsor was RCCD, which has over a 50 year history of working <br />with local land-owners, ranchers, and community groups, as well as local, State, and Federal agencies. <br />Initial cooperators included the parties that participated in the development of the 208 Plan and this <br />group was expanded to include other entities active in the Upper Yampa River Basin, as well as the <br />interested public and community groups. <br />• The primary goal of this project was the preparation of a useable Implementation Plan, such that the <br />resultant end product accomplishes the legislative intent of restoration and protection of land and <br />natural resources within the Upper Yampa watershed. Preparation of this Implementation Plan included <br />seven tasks identified below. <br />• Task 1: Conduct Kick-off Meeting/Team Work Session (October 2004): Bring project <br />team together; review 208 Plan goals, objectives, and recommendations; and identify <br />additional Management Team members and project milestones. <br />• Task 2: Prioritize Recommendations/Team Work Session (February 2004): Prioritize <br />208 Plan recommendations; outline top priority recommendations fox development of <br />implementation strategies; and prepare newsletter. <br />• Task 3: Conduct Public Meeting 1 (June 2005): Organize and conduct a public meeting to <br />define the project to interested parties; respond to public comments and questions; and <br />record public comments for incorporation into the Draft Implementation Plan. <br />• Task 4: Prepare Draft Implementation Plan (February -September 2005): Prepare <br />Draft Implementation Plun based upon input received at previous team work sessions and <br />public meetings. Implementation strategies for top priority- recommendations will include <br />identification of responsible parties, descriptions of major project tasks, listing of required <br />resources, budget estimates, ftmding sources, and an unplementation schedule.
