Various direct flow rights have been claimed for Central's use for storage, recharge, <br />augmentation, and other uses. Well depletions (stored under plan IDs 9903394 A, 9903394 B, 9903394_C, 9903394_D, <br />9903394_E, and 9903394 F) should be replaced year-round by natural flows when in <br />priority, i.e., when no downstream call or when downstream call is junior to specific well <br />priority dates used in administration of the plan. <br />2. Operations of bypasses require maintenance of <br />historical return flows, which should be added to the well depletion plan structure (ID <br />9903394_A). <br />A-16 ofA-106 <br />
