Modeling Recommendations and Plan Operations <br />The following should be used as a guide in the initial development of the SPDSS StateMod <br />Water Resources Planning Model to represent well operations and well augmentation plans in <br />the South Platte River alluvium for the 25 major plans. Well depletions on irrigated parcels <br />associated with the relatively small well augmentation plans, or not associated with <br />augmentation plans in HydroBase, should be represented but it is recommended that <br />augmentation of the well depletions not be explicitly represented in the SPDSS Surface Water <br />Planning Model. <br />Designated Basin Wells <br />Designated ground water is defined as ground water not naturally available for fulfillment of <br />decreed surface water rights or ground water in areas not adjacent to a continuously flowing <br />natural stream. Designated ground water basins are generally considered to not affect surface <br />rights in the South Platte River basin and should not be represented in the SPDSS Surface Water <br />Planning Model. <br />Coffin Wells <br />The Coffin wells were decreed non-tributary in Civil Action 11217 and, therefore, do not require <br />augmentation. Since the wells are considered not tributary to the South Platte River system, <br />augmentation of the Coffin wells should not be represented in the SPDSS Surface Water <br />Planning Model. <br />Decreed alternate point wells <br />Wells decreed as alternate points should be simulated to pump up to the amount of the associated <br />decreed surface water right that is available in priority limited by the well capacities and limited <br />by the demand on the associated well acreage. Wells associated with the Poudre Plan should be <br />represented as Decreed alternate point wells, with total well pumping from the Plan wells limited <br />by the total amount of decreed surface water rights available in priority at the river headgates <br />associated with the Poudre Plan (see Appendix A-2). <br />Augmentation Plan Representation for Wells Requiring Augmentation <br />Well use and well augmentation plans in the SPDSS Water Resources Planning Model should <br />include representation of well pumping and associated depletions, replacement water supplies, <br />and operating rules to represent the replacement of lagged well depletions. Table 5 includes <br />general nomenclature recommended for StateMod model nodes used to represent augmentation <br />plan demands and supplies. Not all elements are required for representation of each <br />augmentation plan. <br />11 of 16 <br />
