SOIne of the decline is
likely the result of weather patterns and watering restrictions that were imposed in 2002.
In 2003, water restrictions were lifted by the District and an increase in usage was
expected. This has not come to pass, probably due to increased public awareness and
weather patterns.

The goal set for the an10unt of water saved by developing and implen1enting the new
water conservation plan will amount in a savings of at least one per cent per year by the
year 2015. This amount is based on estimates made by the District's knowledge of the
water system, past conservation efforts, and future water needs. Once the conservation
plan is completed the District will have a better idea of the percentage of water saved and
how that will be accornplished~

(d) Adequacy, stability and reliability of the entity's water system

(1) Water Supply Sources
The St Charles Mesa Water District raw water supply source is comprised of eighty five
percent (85%) surface water and fifteen percent (15%) ground water~ This water is
derived from the Arkansas River and four wells withill the District boundaries.

The St Charles Mesa Water District owns 1920 shares of the Bessemer Ditch Company.
Please refer to Attachment 6 for ditch and canal decree dates and other water rights
owned by the District.
