<br />I. INTRODUCTION & APPLICANT ELIGIBILITY <br /> <br />The 81. Charles Mesa Water District (SCMWD) is a special district, a quasi municipal <br />subdivision created under title 32, Special Districts Article I, 32-1-204.5 Colorado <br />revised statues~ The water system was formed as St. Charles Mesa Water Association and <br />was incorporated in 1964~ In May of 1988 the 81. Charles Mesa Water District was <br />approved by election and the original organization St. Charles Mesa Water Association <br />was dissolved~ '"fhe District CUITently has a estimated population of 9,937 and the District <br />boundary encompasses 64 square miles. <br /> <br />The District serves 4,023 customers accounts; 3,827 are residential accounts and 196 are <br />commercial accounts~ The annual average raw water usage is approximately 2,200 acre <br />feet per year, and 1870 acre feet per year is metered to OUf customers~ The District <br />utilizes master meters to monitor the amount of water from its surface water plant, and <br />ground water wells going into the system, and each customer account has an individual <br />meter to track water use. <br /> <br />The District is a covered entity as defined in the Guidelines~ The District is eligible to <br />submit the application below and appreciates the fact that Colorado Water Conservation <br />Board (eWeB) has grant money available for developing water conservation plans. <br /> <br />II.
