4. In 2007, Evans delivered approximately 2,333 acre-feet of potable water to
customers, thus the City is a covered entity. The water use projection is shown
in Table 2.

Table 2: City of Evans Water Use

Non-Potable
Potable Annual Annual Water Total Annual Gallons per
Water Delivery Delivery Water Delivery Capita per Day
Year ( acre-feet) ( acre-feet) ( acre-feet) Population (GPCD)
2003 2,077 39 2,116 15,243 124
2004 2,125 57 2,182 16,417 119
2005 2,365 124 2,489 17,470 127
2006 2,418 184 2,602 17,977 129
2007 2,333 202 2,535 18,714 121
Average 2,264 121 2,385 17, 164 124
2008 2,614 141 2,755 19,837 124
2009 2,772 149 2,921 21,027 124
2010 2,938 158 3,096 22,289 124

NOTE: Future demand for non-potable water delivery was obtained by assuming that the average annual
non-potable water delivery was 5.1 % of the average total annual water delivery.

5. Background characterizing the water system, potential growth and any other
pertinent issues that relate to the stated evaluation criteria.

a) Per-capita water usage is shown in Table 2. Water delivery information was
obtained from the City's billing records. Population data through 2007 were
obtained from the City.

b) Past, current and predicted population data for the City of Evans through
2025 are shown in Table 3. Past data was obtained from the City and
predicted population was estimated using the same growth rates reported in
the "Water Supplies and Demands for Participants in the Northern Integrated
Supply Project" by Harvey Economics, which was prepared for the purpose
and need portion of the EIS permitting document for that project.

c) Evan's per-capita water use between 2003 and 2007 averaged 124 gallons
per capita per day (GPCD). This per-capita use includes water delivery for all
water use including commercial, residential and non-potable uses.
Approximately 950/0 of the City's customers are residential. The City realizes
the importance of water conservation, particularly as it grows and resources
become more limited. The City will target a 150/0 reduction in its overall per-
capita water use over a ten-year planning horizon (2009-2018). This would
effectively reduce per-capita water use to 105 GPCD. Because this water-
savings goal is difficult to estimate prior to the development of a Water

@ Clear Water Solutions, Inc.
Evans - CWCB Water Conservation Planning Grant Application

4
