March 3, 2008 At the end of the meeting, Mike Berry suggested a presentation on dust on snow, by Chris Landry from the Snow and Avalanche Study Center in Silverton. Mike said he would contact Chris to try and setup this presentation. Report from the Black Canyon Quantification Committee John McClow reported that negotiations were at the same level as a month ago, and progress was slow. There were several meetings scheduled for March and April. 1. Fruitland Ditch Company Danny Todd of Fruitland Ditch Company presented information regarding a future application for funding. 2. Letter from Eastern Slope Basin Roundtables The Roundtable members reviewed and discussed a letter received from the South Platte, Arkansas and Metro Basin Roundtables expressing their desire to work with all basin roundtables to develop and discuss water resource management options. The River District had requested a joint response to the letter. Dennis Steckel made a motion to have the River District draft a letter of response. Ron Shaver seconded, however, the meeting was still one member short of a quorum, so the motion was dropped. Michelle Pierce suggested that the River District draft a letter for Gunnison Basin Roundtable approval. The Roundtable members were in agreement with this idea. 3. Presentation to Eastern Slope Basin Roundtables The Communications Committee discussed the results of meetings with the South Platte Basin and the Arkansas Basin Roundtables. The Committee felt that the visits went well, and that meeting with the smaller groups gave better opportunity for discussion. It was generally felt that the Arkansas Basin Roundtable was more receptive and understanding than the South Platte Basin Roundtable to what the Committee presentation. Mike Berry mentioned the Arkansas Basin's method for identifying their non-consumptive uses by category as opposed to species seemed to make more sense. Michelle Pierce said that they used layered maps for each attribute to create one overall map. The Committee urged the GBRT Non-consumptive Needs Committee to contact the Arkansas and review their strategy. Hugh Sanburg thanked the Committee and John McClow for a very effective presentation. The next meeting would be with the Metro Basin in Aurora the following week. 4. Statewide Non-Consumptive Needs Assessment It was decided to postpone this discussion until the next Roundtable meeting in April. 5. Roundtable Membership Tom Kenyon was welcomed as the Mesa County Representative, replacing Bill Byers on the Gunnison Basin Roundtable. Tom Brubaker resigned from the Gunnison Basin Roundtable due to the fact that he sold his water rights in the Gunnison Basin and no longer can sit on the Roundtable. Tom continued 3
