February 4, 2008 <br />Report from the IBCC Representatives <br />There was no report from the IBCC Representatives. <br />Report from the Educational Committee <br />There was no report from the Educational Committee. <br />Report from the Black Canyon Quantification Committee <br />John McClow reported that there had been some additional negotiating sessions, and there was slow <br />progress being made. The deadlines were extended 90 days to April 10, and they would be back to <br />see the Judge on April 11, 2008. <br />1. Statewide Non-Consumptive Needs Assessment <br />A list of all non-consumptive attributes identified by the Needs Assessment Committee was <br />distributed to the members by Nicole Rowan of CDM. This list was also e-mailed to all <br />members previously. Tyler Martineau mentioned that the attributes were divided into two <br />broad groups, environmental and recreational. Since Hank Hotze, who worked on the <br />recreational part of the list, was not in attendance, the Need Assessment Committee decided <br />to postpone the discussion about the recreational attributes until the next Roundtable meeting <br />that Hank was in attendance. Steve Glazer discussed the environmental attributes and our <br />quest to identify and quantify the needs. The members discussed and evaluated the list of <br />attributes to decide which environmental attributes were not applicable and would be deleted <br />from the list. <br />There was also discussion regarding a "flow evaluation tool" that was developed by two <br />professors at CSU to quantify non-consumptive uses on a broader approach, rather than <br />segment by segment. CDM and CWCB were looking for a few basins to volunteer to be used <br />as pilot basins to try out the new tool. Steve Glazer made a motion to invite CDM to bring <br />the CSU professors to make a presentation to the Roundtable on the flow evaluation tool, and <br />at their earliest convenience have a pilot study done on a major drainage within the Gunnison <br />Basin. Tom Huerkamp seconded, but the discussion continued. <br />There was concern among the members to commit to the pilot study, what its use would be, <br />and if it were necessary. Nicole Rowan mentioned that only three drainage basins would be <br />chosen, and to assure the Gunnison Basin gets to participate in the pilot study, it would have <br />to commit as soon as possible. Michelle Pierce called for a majority vote on Steve's motion, <br />and the motion carried by majority (10 or so no votes). Michelle requested that Steve Glazer <br />draft a letter for her signature requesting the presentation and a pilot study. A lengthy <br />discussion pursued on the lists distributed by Steve. <br />John McClow made a motion to have Nicole Rowan proceed with mapping of the attributes <br />that had been selected to remain on the list. Both Tom Huerkamp and Greg Clifton seconded <br />and the motion carried unanimously. <br />2. Surface Creek Water Supply Plan <br />Tom Huerkamp discussed with the Roundtable the draft Scope of Work and costs developed <br />for the Surface Creek Water Supply Plan. <br />3 <br />
