Arkansas Basin Roundtable
Meeting of April 9, 2008
Meeting Notes
1. Roundtable Business
Chairman Barber called the meeting to order at 10:OOam. Twenty nine (29) members were present,
sufficient for a quorum.
Congratulated Reed Dils, new CWCB representative from the Arkansas River Basin.
Introduced Jim Pokrandt chair of the Colorado Basin Roundtable, who is visiting our Roundtable today.
Introduced Jennifer Gimbel, new Executive Director of the Colorado Water Conservation Board.
Jennifer made a few comments regarding her background. She has a Projects Bill for 76 million dollars
going through the legislature now. There is a water quality study in the Arkansas Basin funded in the bill,
and a 60 million dollar loan to the Republic River to solve some compact issues. The CWCB website has
been upgraded (www.cwcb.state.co.us). Flood issues are addressed on the website, including daily
updates regarding runoff and flood info. On a personal note, if you think your home may be flooded this
spring, buy insurance now. There is a 30-day wait period for insurance to go into effect. Jennifer ended
by thanking the roundtable for their work, especially for the Zebra Mussel grant approval. Future funding
for the Zebra Mussel issue is being arranged by the State of Colorado.
A motion was made by Tom Verquer, seconded by Jim Broderick, and unanimously passed to approve
the minutes of the March meeting.
The agenda was reviewed.
Public Comment: Chris from Round Mountain announced a Water Forum to be held in Westcliffe, April
30th and May 1St
Public Comment: Greg from the Colorado Watershed Assembly. His task is to go to the roundtables and
find non-profit watershed group and encourage their participation in the Colorado Watershed Assembly.
He offered a letter for anyone interested, so that they might volunteer their contact information.
Public Comment: John Wiener. The US Global Change Research Program has been revived under the
name of US Climate Change Science Program. This group is producing 21 different reports, including a
report titled: Decision Support, Experiments and Evaluations Using Seasonal to Inter-Annual Forecasts
and Observational Data; A Focus on Water Resources. It is about what has been learned so far
regarding the use of climate information for better water management. This report is now out for public
comment. This will affect future efforts to supply information to people who want it. He's sure that any
comments will be gratefully received. www.climatescience.gov.
IBCC Report:
Eric Hecox: The quarterly newsletter is available. The visioning process continues. There is an update
on the consumptive needs assessments. Also an update on the non-consumptive needs assessment,
featuring the Arkansas Basin's efforts.
Alan Hamel: There hasn't been an IBCC meeting since the last roundtable meeting. He welcomes input
to the visioning process.
