Arkansas Basin Roundtable <br />Meeting of February 13, 2008 <br />Meeting Notes <br />1. Roundtable Business <br />Chairman Barber called the meeting to order at 12:30 pm. Twenty nine (29) members were present, <br />sufficient for a quorum. <br />Introductions were made. <br />A motion was made by Jim Broderick, seconded by Joe Kelley and unanimously passed to approve the <br />minutes of the January meeting. <br />The agenda was reviewed. <br />Public Comment was made by John Weiner as a follow-up to last month's comments regarding the <br />changes possible being made to the rules for Ag efficiency. The RT may want to have a presentation by <br />Steve Witty. <br />2. IBCC Reports: <br />The January meeting was cancelled. Next meeting is March 7th, in Denver. <br />See attached memo from Harris Sherman to the IBCC members regarding a "Vision for Colorado's Water <br />Supply Future." <br />Gary thanked Harold Miskel for his service to the Colorado Water Conservation Board. Harold spoke, <br />saying that he has considered it a pleasure and a privilege to serve on the state water conservation <br />board, representing this valley, and also to participate in this roundtable process. He's been impressed <br />with most of the roundtables, and particularly by the progress made by this roundtable. He especially <br />appreciates the effort and commitment made by the members to achieve the objectives set out by this <br />process. <br />Gary welcomed Peter Dawson, new Baca County rep. <br />3. Sub-Committee Reports: <br />1. Guidelines for Water Transfers Subcommittee Report: Lawrence Sena <br />Met yesterday. They continued to develop a framework for Ag to urban transfers. <br />1. Considerations <br />2. Questions <br />3. Mitigations needed <br />Next meeting is March 7th. Harris Sherman and Steve Witte will be attending the meeting. CWCB <br />approved the committee's grant request. <br />In his speech to the Colorado Water Congress, Governor Ritter mentioned our committee and the work of <br />our roundtable. <br />Frank Wallace has stepped down from the committee, and the committee wants to thank him publicly for <br />his service to this committee and the roundtable. <br />
