In addition to the modifications and enhancements to the tool, other deliverables provided to the State <br />during Phase 3 of the SPDSS include the ArcCDSS install files with the user manual, and the Visual <br />Basic project with the source code. <br />3. CDSS Map Viewer Modifications <br />A separate Subtask 99.2 Memo (Memo 1 of 2) defines a list of desired upgrades and enhancements for the <br />CDSS Map Viewer. These requirements were prioritized by the State through discussions with RTi and <br />the following enhancements were actually made to the CDSS Map Viewer during Phase 3: <br />1. Updated metadata to reflect statewide extent of all layers. Also edited all metadata files to be <br />consistent with SPDSS products. <br />2. Added statewide satellite image layer with metadata. <br />3. Added high-resolution elevation layer for display at large scales. <br />4. Updated PLSS data with new version from BLM. <br />5. Completed the list of townships in the Quick Zoom dialog by adding the half townships. <br />6. In additions to a message in the status bar, popup a message when trying to turn on a layer outside its <br />scale limits. <br />7. Ported the application from ArcIMS version 4.0.1 to version 9.1. <br />8. In addition to the existing layer of 1:24,000 scanned topographic maps (DRG), added 1:100,000 and <br />1:250,000 layers after coordinating with the DWR GIS Coordinator and verifying that the data is not <br />available at DWR. <br />9. Fixed various minor bugs and improved error handling. <br />10. Updated the administrator and user manuals with the above changes. <br />11. Added a section to the administrator manual with a procedure to test the application after installation <br />or update. <br />4. Comments and Concerns <br />Some of the recommended enhancements to ArcCDSS were not implemented because of budget <br />limitations. These include porting the tool to a stand-alone application using ArcGIS Engine (ArcObjects) <br />that can be used by the State Division of Water Resources (DWR) HydroBase database administrator, <br />who does not have access to ArcGIS. It is recommended that these enhancements be implemented in <br />Phase 4. <br />During Phase 3 it was necessary to synchronize versions of the CDSS Map Viewer between the DWR, <br />which maintains the Internet site, and RTi. Version synchronization applied to both data and software. <br />The methodology used to exchange versions between RTi and DWR included tracking changes on each <br />end to avoid the need to exchange large amounts of data when not necessary.
