SPDSS Memorandum <br />To: Ray Alvarado, Ray Bennett <br />From: Riverside Technology, inc., Timothy Martin and Nils Babel <br />Subject: SPDSS, Spatial System Integration Component <br />Task 94 Deliverable -GIS Database Development <br />Date: 9 February 2004 <br />1. Introduction <br />This memo accompanies the GIS database prepared under Task 94 of the SPDSS. This is the second draft <br />of this memo, building upon the first draft dated June 2003 that described the draft partial GIS database <br />delivered under Task 94. Per the Scope of Work, (page 12) the objective of Task 94 includes the <br />following: <br />Obtain and process into ArcView format the GIS coverages listed in Table 4, including <br />boundaries, river and water distribution systems, local government, climate and other types of <br />GIS data, and incorporate coverages developed in Tasks 90, 89, and 91. Data format will be <br />compatible with existing CDSS GIS data products. <br />The GIS data described by this memorandum are on two CDs and include data on counties and water <br />administration boundaries, cities, roads and highways, rivers and water distribution systems, climate, as <br />well as other types of GIS data. Appendix 1 lists all the data layers included with this deliverable and it <br />describes each data layer, its attributes, and its source. The GIS data delivered with the memo are <br />considered final. Not included with this data delivery are the coverages being developed as GIS work <br />products under other SPDSS tasks including Task 90, 89 and 91. These work products will be prepared <br />and delivered as per the Scope of Work and they will then become a part of this GIS database. <br />2. Approach <br />Data are clipped to two extents. One is for the Colorado Division of Water Resources (DWR) Division 1 <br />and the other is for DWR District 47. Consistent with previous CDSS GIS products, the data are in <br />ArcView 3.2 shapefile format. Separate ArcView and ArcExplorer projects were created for Division 1 <br />data and for District 47 data. District 47 data are separated because the district, although a part of the <br />SPDSS, is located in Division 6. The Division 1 data includes all districts in the division except Districts <br />49 and 65, which are within the Republican Basin and excluded from SPDSS. <br />The procedure to collect and process the different data layers is described in detail in the metadata <br />contained with each GIS data layer. The metadata documents are available as both HTML and text files. <br />As described in the metadata and summarized in Appendix 1, the source of original data for DWR <br />boundaries, rivers, and lakes is the State of Colorado DWR. Other publicly available data were obtained <br />from various agencies, including: U.S. Census Bureau, USGS, Colorado Department of Local Affairs, <br />National Weather Service, Colorado Department of Transportation, U.S. Bureau of Land Management, <br />Colorado Department of Natural Resources, USDA, and the Colorado Climate Center.
