Hat~ris~ S'het•n~a~: Could get the CWCB board and IBCC together <br />Next Steps (see handout) <br />Harris S'lzet•r~zarz: What is the timing involved, 4, 6, 8 months to get comprehensive view. <br />Sure Morea: Much work we can migrate forward (August), and then evaluate against each other <br />starting at the October IBCC meeting. <br />.Ie~•is Daj~ielsoy~: There should be a re-examine the WSRA basin account allocations. The <br />IBCC/CWCB will look at this in October. <br />Decisions and Major Points: <br />• The IBCC agreed to develop a vision and evaluate strategies at the same time. Pursuing <br />each on a parallel path will inform one-another. A draft "straw-man" vision statement will <br />be put together and the strategies to be evaluated will be revised based on the discussion <br />and further fleshed-out. <br />The IBCC agreed on the roles outlined in the handout. <br />The IBCC agreed on the strategies to be evaluated. These include those outlined in the <br />handout with the addition of evaluating the water needs associated with the density of <br />developments; examining how conservation/efficiency measures can apply to the energy <br />sector, and examining how the concept of use only what you need can be applied to <br />environmental and recreational needs. <br />North Platte Basin Roundtable's Presentation to the IBCC <br />Kent Crowder, Chairman for the North Platte Basin, gave an overview of the basin, tallced about <br />two sigiuficant differences their basin has: 1) they are under the administration of two different <br />divisions (District 47 in Division 6 and Districts 48 and 76 in Division 1) and 2) their projected <br />population growth in the next 20 years is small. There is no sigiuficant change in irrigated acres <br />projected for the basin, however they would like to see an increase since it is provided for under <br />their decree. The North Platte basin is not covered by an interstate compact. He discussed the <br />North Platte River decree and the Laramie River decree (see presentation on IBCC website for <br />details). Dent turned over the second part of the presentation to Barbara Vasquez - Enviromnental <br />Rep. for North Platte Basin who discussed the roundtable's Nonconsumptive Needs Assessment for <br />the basin. They are working toward a broad usefiil definition of Nonconsumptive use in North <br />Platte basin. The group was provided with a methodology, has 5 goals and objectives, and is <br />following ageographical/mapping approach for environmental/recreational priorities. <br />Changing Forest Composition and Potential Impacts on Hydrolo~y Presentation <br />Kelly Elder of the Rocky Mountain Research Station spoke about water, forests, and the mountain <br />pine beetle (see presentation on IBCC website for more detail and to view charts). The mountain <br />pine beetle is causing hydrology changes similar to water logging. Hydrology effects they have <br />found include: reduced sublimation losses, increased snow pack, reduced summertime ET with <br />increased soil moisture, and increased runoff. New trees use a lot more water than the old trees so it <br />
