Eric Hecox: In terms of water, growth, and land-use issues, we may want to frame these issues
surrounding this debate. Why is it that this has not been looked at?
Chips Bay°~y: Is higher density truly less water consumption
Mike Shinu7lin: Needs to be added to list: energy demands, pop growth and land use will be driven
by energy policy---we need serious policy discussion how energy relates to water use. If oil shale is
online and uses 200-400 ac feet then this has huge implications on water use.
Eric Wilkinson: Biofiiels should also be included.
Veva McCaig discussed some of the previous work that has been done on the Demand Side
Strategies and what issues need additional work.
Rita C'rlrmptoj~: We need to discuss what we do with conserved water (storage, delivery)
Mike S'hinan~in: Suggests two additional subheadings: malting existing uses more efficient and
managing demand from new uses (i. e. growth, oil shale, etc,).
T. Wi•ightDickinson: We don't necessarily have control over oil shale (public lands). Also, what
comes out of this should not get in people's rights
Harris Sherman: Energy/oil shale-what ever policies discussed can be beneficial. Example,
telling Shell that teclulologies that use less water are more preferred.
Eric Ktrhrr: We also need to discuss how to make decisions in the face of future uncertainty. Risk
Assessment-who bears the risk.
Chips Barry: If we don't do this we will get what we have on the S Platte and Arkansas-over
appropriated rivers and a big mess. What risk can we bear and what can we mitigate. Let's not
blindly appropriate what we can appropriate.
Eric Wilkinson: We need to evaluate additional infrastructure in South Platte and other basins as
well.
~Ieris Danielson: We are a prior appropriation state and it can be developed and to say otherwise
would be a mistake.
Melinda Kassen: Supply side should include environmental (eg. Releases for enviromnent)
Is the information going to be abstract or specific-each will provide different answers.
Eric Hecox: Specific is our intention but not project specific.
Dan Birch: In terms of oil shale demands, we will have a comprehensive report on energy water
needs. This should be out i11 draft form within the next month.
Roles of IBCC/CWCB/and CWCB StaffBRTs
