Specifically, <br />conflict occurs when ~he individual organizations do not have a clear idea of roles and responsibilities. The <br />NFWCD would like. to bring together water user groups and government agencies to help reduce <br />misunderstandings ~nd clarify responsibilities. The initial meeting is scheduled for spring 2001 and <br />additional meetings will be conducted as needed. <br /> <br />Reconcile Water Shares <br /> <br />As water shares continue to change ownership, FMCC continues to have difficulty reconciling water shares <br />so they know water amounts to turnout at each canal gate. To address this issue, FMCC created a water <br />ownership database and map showing turnout locations (see map tube). This work was completed as part <br />of this plan. The database allows total water amounts at each canal gate to be calculated quickly, <br />therefore, increasing staff efficiencies (Appendix B). <br /> <br />Develop an Educational Brochure <br /> <br />. <br />The NFWCD is continuing to see numerous new water users, many whom are unfamiliar with the irrigation <br />system and their responsibilities. This leads to numerous telephone calls and inappropriate actions taken <br />by new water users. The NFWCD and FMCC would like to develop an educational brochure that provides <br />basic information about owning irrigated property. The brochure would include the following: <br /> <br />. <br /> <br />A map showing service areas of various irrigation companies <br /> <br />I <br />Basic water user responsibilities and water rights information <br /> <br />Systeml operational information typical turn-on and turn-off dates, <br />purcha~ing/leaslng/transferring water, types of systems (demand or continuous delivery), how <br />water i~ paid for, maintenance, ditch easements, and how to get involved <br /> <br />Efficient use of water - water needs, efficient irrigation methods, contact people who can <br />provide assistance on using the water effectively <br /> <br />Information on share equivalents <br />'. .. <br /> <br />Contact names and telephone numbers <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />The brochure woul<;l be distributed with water assessments and to realtors throughout the district. An <br />educational brochure would address many of the identified water management issues by improving <br />available informatio~. The NFWCD and FMCC would like to complete this as soon as possible. <br /> <br />Conduct Needs Assessment for Leroux Creek Dams <br /> <br />The Paonia Project Included all the arable lands receiving irrigation water from Leroux Creek and tributaries <br />(Leroux Creek Irriga~ion Block). The Leroux Creek Irrigation Block includes numerous small reservoirs that <br />were constructed in. the early 1900s. Many of these reservoirs need rehabilitation and recently one of the <br />dams failed. The numerous reservoirs require an engineering inspection and evaluation. The evaluation <br />would produce the following: <br /> <br />1. Itemized list of improvements needed for each of the reservoirs <br /> <br />2. Cost e$timates for the improvements <br /> <br />3. Improvement priorities <br /> <br />4. Feasibility of decommissioning several reservoirs and expanding storage at one central <br />location <br /> <br />3-4 <br />
