Description
This memorandum and the Consensus Project: Performance Measures Report (WRMI 1994) and the South Florida Water District Technical Integration: Regulation, Permitting, Planning and Operations Report (WRMI 1993) are designed to introduce the participants in the CRDSS development process to similar efforts underway in California and Florida.

Base flows and channel maintenance flows to protect and restore natural channel and riparian <br />? <br />habitat values <br />Effects on other water users from implementing alternative operational regimes at state and <br />? <br />federal facilities to increase spring flow releases, retain additional floodwaters, and assist in <br />restoring both upriver and downriver riparian habitats <br />Measures designed to reach sustainable harvest levels of resident and anadromous fish, <br />? <br />including development and use of systems of tradable harvest rights <br />Opportunities to protect and restore wetland and upland habitats throughout the Central Valley <br />? <br />Phase II of the Consensus Project will use the Analytical Tools Report of the PEIS as a basis for the <br />comparison of the capabilities of existing tools with the desired capabilities identified in Phase I. That <br />comparison will go beyond the screening provided in the Analytical Tools Report, in that it will also <br />examine the capabilities of existing models in light of tasks other than the PEIS. <br />3.0 CONCLUSION AND RECOMMENDATIONS <br />It is recommended that the CRDSS project team evaluate the potential benefits of applying the process <br />described in this task memorandum to the CRDSS during Year 2.
