Possible future management alternatives
?
User interface needs
?
Analytical tools currently used in decision-making
?
The results of the interviews will then be incorporated into the final reports on legal requirements and
performance measures.
Step 5: Determining Information and Data Needs
The legal requirements and performance measures, along with the physical system itself, will define the
data requirements for the system of analytical tools. Recommendations as to the sources of the data
required will be developed and submitted to the TAC and PAC in the form of a working paper. Where
data is not currently available or credible, recommendations for additional data development will be
submitted.
Where data is needed but does not exist or is not sufficiently credible, the research work required to
develop the data will be identified. In addition, the appropriate assumptions to be made for analysis that
must be done in the interim will also be distinguished. A comprehensive list of generic types of
alternative management strategies that will need to be evaluated will also be prepared. Reports on data
and alternatives will provide the TAC and then the PAC a working document to discuss and eventually
agree upon.
Step 6: Developing Analytical Tools
Finally, recommendations on the description and development of the kinds of tools needed to analyze
management alternatives will be developed and submitted to the TAC and PAC. The analytical tools,
that could include the adoption or modification of existing tools are identified in terms of the legal
requirements and performance measures. The tools will use currently available data, as well as other
data that will need to be developed.
The final report will include the information needs a nd analytical tools required to satisfy the CVPIA.
These needs include the tools necessary to develop and/or evaluate the following:
A comprehensive water budget of surface and ground water supplies considering all sources of
?
inflow and outflow available over extended periods
The quantity and reliability of water deliveries to all classes of water users
?
Measures needed to restore anadromous fisheries to optimum and sustainable levels in
?
accordance with the restored carrying capacities of Central Valley rivers, streams, and riparian
habitats
Measures to enhance the firm yield of existing CVP facilities, including improved management
?
and operations, conjunctive use opportunities, development of offstream storage, levee
setbacks, and riparian restoration
Water quality conditions and improvement alternatives, including improved temperature
?
prediction capabilities as they relate to storage and flows
Generation of firm and non-firm electric power
?
Surface-ground and stream-wetland interactions and their impacts on hydrology and
?
environment
Economic impacts of water management alternatives, including the impacts on agricultural
?
yields and arm viability
6
A275 01.09.95 1-19.2 Sheer
