DSS capabilities and resources
?
Economic factors
?
Logistic factors
?
Agency interactions
?
Workshop assessment
?

A more detailed listing of user survey topics is presented in the CRDSS User Opinion Survey Outline.
The reader will note that the list of topics includes those seeking to characterize the respondent?s job, and
how the CRDSS would be used for job functions. Other topics address economic and logistic questions
relating to CRDSS funding and training. Finally, a question was asked pertaining to agency interactions.
CRDSS User Focus Group Workshops
User focus group workshops were held to demonstrate the CRDSS prototype and to consider the topics
of the User Opinion Survey Outline. The workshops were conducted by the CRDSS development team.
Four workshops were held, two with external users, and one each with staff of the Colorado Water
Conservation Board (CWCB) and the Department of Water Resources (DWR). Two additional
workshops were held on the CRDSS database, one with CWCB staff, the other with the DWR GIS group.
Appendix B presents the one-half day workshop agenda and questionnaire.
The workshops were conducted in small groups (typically less than 10 users, plus 3 to 4 persons from the
CRDSS development team) and in an informal manner. The intent of the demonstration was to
communicate the content and nature of the CRDSS to establish a basis for the users to assess how the
CRDSS might be used in their jobs. The outline was reformatted as a questionnaire, with space provided
for the user to write answers to the questions. However, the workshop was discussion oriented, so as to
elicit ideas and promote interaction between the developers and users.
The questions, as formulated, would be difficult to answer by a person having little or no experience with
the CRDSS. This was expected. However, many were able to consider how the CRDSS might be used
for their jobs, and to suggest new ideas for development and delivery of the CRDSS. The effort to
address the questions began the education as to what the CRDSS is and could be. Respondents? answers
were quite insightful relative to their expectations for CRDSS use, maintenance funding, and training.
Also, the focus groups provided a forum for discussion, exchange of idea, and user participation and
learning, which as noted below, was appreciated by many of the participants.
Results
Results of the user survey are summarized in this section following the outline format.
User Description
Agencies Represented
The following agencies were represented at the Focus Group and related workshops:
Denver Water (metro Denver water supply collection, treatment and distribution)
?
Colorado River Water Conservancy District (project development, coordination)
?
NCWCD (operate and maintain the Colorado Big Thompson and Windy Gap projects)
?
Southwestern Colorado Water Conservation District
?
6
A 275 01.09.95 1.19-1 Johnson, Grigg, Tang
