Authority
This report was prepares as a part of the Colorado River Decision Support System
(CROSS) Project. Extensive reliance has been made on the consumptive use tool
(StateCU), the water resources planning modeling software (StateMod), and associated
data developed as part of the CROSS Project. This report was generated through use of
the "CU and Losses Report" feature of StateCU with state base data sets prepared for
each basin.
The State makes no warranties, express or implied, concerning the accuracy,
completeness, reliability, usability, or suitability for any particular purpose of the
information and data contained in this report or furnished in connection therewith, and
the State shall be under no liability whatsoever to any person by reason of any use made
thereof.
Plan of Study
The procedures described were followed in the preparation of this report. These
procedures are briefly outlined in the Methodology and Data Adequacy section of this
report.
Study Reporting Areas
The USBR Consumptive Uses and Losses Report has historically reported results for the
"Upper Basin States" of Colorado, New Mexico, Utah, and Wyoming, in three major
drainage areas: Green River, Upper Main Stem, and San Juan-Colorado Rivers. The
USBR Green River includes the Yampa River and White River CROSS planning basins.
The USBR Upper Main Stem includes the Upper Colorado River and Gunnison River
CROSS planning basins, as well as the Dolores drainage of the combined San
Juan/Dolores CROSS basin. The USBR San Juan-Colorado River includes the San Juan
basin of the combined San Juan/Dolores CROSS planning basin.
Upper Colorado River Basin
The upper Colorado River basin has a drainage area of approximately 9,900 square miles
in Colorado, not including the Gunnison River basin. This area includes portions of
Eagle, Garfield, Grand, Gunnison, Mesa, Pitkin, Routt, and Summit Counties. Major
tributaries to the upper Colorado include the Fraser River, Williams Fork River, Blue
River, Muddy Creek, Eagle River, Roaring Fork River, Rifle Creek, and Plateau Creek.
Average annual streamflow in the upper portions of the drainage near Grand Lake is
approximately 46,000 (1953- 998) acre-feet, which increases to an annual average of
4,638,000 (1951-1998) acre-feet below Grand Junction, Colorado (USGS gage near the
state line), including the Gunnison River inflows.
The principal water use in the basin is irrigation. The average total irrigated acreage in
the basin, according to the State's GIS data, is 266,500 acres for the period 1986 through
culossapp Page 3 of 24 09/30/1999
