All the variables for XCONS2 were defined, and a common block format was implemented. At
?
this time the model was modified, but the input and output are still identical to the original
USBR program.

The reference crop method was implemented and tested. This method contains some of the
?
components of the SMB program from W.W. Wheeler and Associates Inc.

A main program was developed to incorporate subroutines for calculating consumptive use for
?
irrigated crops and other categories. The other categories include stock ponds, livestock,
reservoir, municipal and industrial, and export.

A draft version of the input file for the CU model with data from the Gunnison River basin
?
(1981-1985) was prepared. The data file included all the input needed for the enhanced version
of the SCS Blaney-Criddle. This input file was given to the State for review.

The data files (input and output) required by the CU model were continually revised. These
?
files can support the calculation of consumptive use of irrigated crops by the Penman-Monteith
method and the original and enhanced SCS Blaney-Criddle methods.

Flat files from the USBR used for calculating the consumptive use of irrigated crops for 1981
?
through 1990 were obtained. The files were used to test the integrity of the SCS Blaney-
Criddle as part of the CU model.

After positive discussions with the State, the daily soil moisture budget for the enhanced SCS
?
Blaney-Criddle was changed to a monthly soil moisture budget that will assume total irrigation
amounts for each month, and will replenish the soil moisture budget if it falls beneath the
management allowed depletion (MAD) level after considering effective precipitation.

Hydrologic unit area over total county area percentages for each crop were calculated using
?
GIS data to predict the county crop acres that fall in the Gunnison River basin.

The XCONS2 output with the CRDSS Original SCS Blaney-Criddle and the USBR Colorado
?
River System Consumptive Uses and Losses Report, 1981-1985 . The results of this work were
presented at the consumptive use technical advisory subcommittee on December 1.
Subtask 6: Develop CU Methods for Stock Ponds
The methodology for estimating consumptive use for stock ponds was implemented in a
?
FORTRAN subroutine. A GUI to call this subroutine will be developed and the associated
DMI should be written.

The subroutine for calculating consumptive use of stock ponds is now included in the main CU
?
model routine.

General stock pond data included in the USBR Colorado River System Consumptive Uses and
?
Losses Report, 1981-1985 were used to estimate the consumptive use of stock ponds in
Colorado. More detailed data are required to calculate consumptive use for the Gunnison River
basin.
5
A 275 01.09.95 1.14-6 Lange
