Total water demands for 2000 in the SPDSS study area are approximately 677,000 acre-feet per
year. Task 5 memoranda for Key Municipalities may include total demand estimates that differ
from the demands outlined in Table 2. Task 5 demands may include population outside their
municipal boundaries or demands supplied by purchased water.
The Denver Water Board (DWB) serves the City and County of Denver plus a large population
in the metropolitan area outside of Denver County. DWB was unable to provide a breakdown of
population served in surrounding municipalities or counties. However, they were able to provide
a service area coverage and an estimate of treated water deliveries in 2005. For planning
purposes in the SPDSS Surface Water Model, the year 2005 DWB population was estimated first
by determining the census population of surrounding cities and counties based spatially on the
DWB service area. These values were adjusted slightly to reflect the DWB provided 2005
estimated deliveries of about 250,000 acre-feet. The surrounding county populations were then
reduced by the estimated amount served by DWB, as reflected in the demands shown in Table 2.
In-House and Outside Ilse Demands
The split between the in-house and outside portions of the annual municipal user water demand
is important because each has different return flow percentages and timing. The SWSI Report
provided data on total municipal water user demand and did not differentiate between in-house
and outside demands.
Municipal entities were contacted or municipal engineering reports and decrees were reviewed
regarding the split between the in-house and outside portions of municipal water demand and
associated CU rates. The percentage of total demand attributable to in-house uses ranged from 53
percent to 85 percent for the municipalities, as summarized in Table 3 and Figure 3.
Table 3
Annual Split Between Inside and Outside
Municipal Water Use in the South Platte River Basin'
% of Annual Demand
Municipality In-house Outside
Aurora 56% 44%
Black Hawk 85% 15%
Boulder 66% 34%
Brighton 56% 44%
Broomfield 53% 47%
Denver 57% 43%
Ft.
