<br />and community officials to discuss the progress of the study and <br />flood plain management measures. <br /> <br />The final community coordination meeting was held on January 28, <br />1982, and was attended by representatives of the Federal Emergency <br />Management Agency, the study contractor, and the city. No problems <br />were raised at the meeting. <br /> <br />e <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 <br /> <br />Scope of Study <br /> <br />~ <br /> <br />This Flood Insurance Study covers the incorporated areas of the <br />city of Manitou Springs, El Paso County, Colorado. The area of <br />study is shown on the Vicinity Map (Figure l). <br /> <br />Sutherland Creek was studied by detailed methods from a point <br />approximately l300 feet above its confluence with Fountain Creek <br />to a point approximately 6570 feet upstream of the confluence. <br />The remainder of Sutherland Creek within the corporate limits <br />has been studied by approximate methods. Ru>:ton Creek was studied <br />by detailed methods for its entire length within the City of Manitou <br />Springs. Williams Canyon was studied by detailed methods from <br />its confluence with Fountain Creek to U.S. Highway 24 and by approxi- <br />mate methods from U.S. Highway 24 to the corporate limits. Beckers <br />Lane Tributary was studied by approximate methods from its confluence <br />with Fountain Creek to the corporate limits. <br /> <br />Those areas studied by detailed methods were chosen with considera- <br />tion given to all proposed construction and forecasted development <br />through 1984. <br /> <br />e <br /> <br />Approximate analyses were used to study thosE~ areas having a low <br />development potential or minimal flood hazards. The scope and <br />methods of study were proposed to and agreed upon by the Federal <br />Emergency Management Agency and the City of I~anitou Springs. <br /> <br />2.2 Community Description <br /> <br />The City of Manitou Springs is located in western El Paso County, <br />in east-central Colorado, on the Front Range of the Rocky Mountains. <br />The city is 70 miles south of Denver and immediately west of Colorado <br />Springs. The city covers an area of 3.04 square miles and had <br />a population of 4,278 in 1970 (Reference l). The city is bordered <br />by the City of Colorado Springs to the northeast, and by unincorpo- <br />rated areas of El Paso County. <br /> <br />The mineral springs at Manitou Springs attracted Indian tribes <br />to the area who believed that the sacred waters could cure illness. <br />They believed that the god of natural resources was living in <br /> <br />2 <br /> <br />e <br />
