<br />e <br /> <br />~ <br /> <br />. <br /> <br />it <br /> <br />e <br /> <br />1IiIo.-> ---;. <br /> <br />1.0 <br /> <br />FLOOD INSURANCE STUDY <br /> <br />INTRODUCTION <br /> <br />1.l <br /> <br />1.2 <br /> <br />I <br />Purpose of Study <br />I <br />I <br />This Floo~ Insurance Study investigates the existence and severity <br />of flood tl azards in the City of Manitou springs, El Paso County, <br />Colorado, and aids in the administration of the National Flood <br />Insurance Act of 1968 and the Flood Disaster Protection Act of <br />1973. This study will be used to convert Manitou Springs to the <br />regular ptogram of flood insurance by the Federal Emergency Manage- <br />ment Agen?y. Loc~l and regional planners will use this study <br />in their efforts to promote sound flood plain management. <br />I <br /> <br />In some s~ates or communities, flood plain management criteria <br />or regulations may exist that are more restrictive or comprehensive <br />than thos~ on which these federally supported studies are based. <br />These criteria take precedence over the minimum Federal criteria <br />for purporles of regulating development in the flood plain, as <br />set forth in the Code of Federal Regulations at 44 CFR, 60.3. <br />In such cases, however, it shall be understood that the State <br />(or oth~rl jurisdictional agency) shall be able to explain these <br />reQUiremerts and criteria. <br /> <br />AuthoritYland Acknowledgments <br /> <br />1.3 <br /> <br />The source of authority for this Flood Insurance Study is the <br />National Flood Insurance Act of 1968, as amended. <br />i <br />The hydrologic and hydraulic analyses for this study were performed <br />by PRC En~ineering Consultants, Inc., for the Federal Emergency <br />, Management Agency, under Contract No. H-.4724. This work, which <br />was compl~ted in September 1979, covered all significant flooding <br />sources affecting Manitou Springs. <br />I <br />coordinatton <br /> <br />The Pikeslpeak Area Council of Governments, Colorado Water Conserva- <br />I <br />tion Boar~, Colorado State Attorney's office, Colorado State Archives, <br />U.S. Armylcorps of Engineers, and city officials were all contacted <br />and provided useful information. <br />I <br />An initiat consultation and coordination meeting was held on February 2l, <br />1978, in ~anitou Springs between the Federal Emergency Management <br />Agency ani community officials to discuss the purpose and scope <br />of the FlCDOd Insurance Study.
