Purpose of Study

This Floo~ Insurance Study investigates the existence and severity
of flood tl azards in the City of Manitou springs, El Paso County,
Colorado, and aids in the administration of the National Flood
Insurance Act of 1968 and the Flood Disaster Protection Act of
1973. This study will be used to convert Manitou Springs to the
regular ptogram of flood insurance by the Federal Emergency Manage-
ment Agen?y. Loc~l and regional planners will use this study
in their efforts to promote sound flood plain management.

In some s~ates or communities, flood plain management criteria
or regulations may exist that are more restrictive or comprehensive
than thos~ on which these federally supported studies are based.
These criteria take precedence over the minimum Federal criteria
for purporles of regulating development in the flood plain, as
set forth in the Code of Federal Regulations at 44 CFR, 60.3.
In such cases, however, it shall be understood that the State
(or oth~rl jurisdictional agency) shall be able to explain these
reQUiremerts and criteria.

The source of authority for this Flood Insurance Study is the
National Flood Insurance Act of 1968, as amended.

The hydrologic and hydraulic analyses for this study were performed
by PRC En~ineering Consultants, Inc., for the Federal Emergency
, Management Agency, under Contract No. H-.4724. This work, which
was compl~ted in September 1979, covered all significant flooding
sources affecting Manitou Springs.

tion Boar~, Colorado State Attorney's office, Colorado State Archives,
U.S. Armylcorps of Engineers, and city officials were all contacted
and provided useful information.

An initiat consultation and coordination meeting was held on February 2l,
1978, in ~anitou Springs between the Federal Emergency Management
Agency ani community officials to discuss the purpose and scope
of the FlCDOd Insurance Study. An intermediate meeting was held
on AUgustl14, 1979, between the Federal Emergency Management Agency
