Finally, earlier iterations of the application did not fully meet all 4 threshold criteria. Based on a <br />commitment by Grand County to collaboratively formulate the final scope of work and to involve a broad <br />range of stakeholders in executing phase 3 has substantially addressed these concerns. However, the <br />application still does not fully address issues related to Section 37-75-104 (2)(c) Colorado Revised Statues. <br />Specifically the applicant has not fully addressed the bolded section of the following excerpt from the <br />statute: "Using data and information from the Statewide Water Supply Initiative and other appropriate <br />sources and in cooperation with the on-going Statewide Water Supply Initiative, develop abasin-wide <br />consumptive and nonconsumptive water supply needs assessment, conduct an analysis of available <br />unappropriated waters within the basin, and propose projects or methods, both structural and nonstructural, <br />for meeting those needs and utilizing those unappropriated waters where appropriate. Basin Roundtables <br />shall actively seek the input and advice of affected local governments, water providers, and other <br />interested stakeholders and persons in establishing its needs assessment....". While Denver and <br />Northern are certainly significant affected water providers there are many other affected governments, <br />agricultural users and other stakeholder's whose input is not being actively sought (i.e., no process outlined <br />in the scope of work). The applicant should give additional thought as to how this could be accomplished. <br />At a minimum it would seem prudent to include other affected basin roLU7dtables such as the South Platte, <br />Metro, and Arkansas Roundtables. In addition, given the interconnectivity that the Colorado River Compact <br />creates for west slope roundtables it appears that the results of this project could have bearing/affect on other <br />west slope basin roundtables. <br />Issues/Additional Needs: <br />• Grand County will cooperate with Denver, Northenl, and other stakeholders in formulating the final <br />scope of work for Phase 3. Please ensure the final scope of work provides adequate time and <br />resources for on-going coordination with a broad range of stakeholders and provide more information <br />on how the process will involve other stakeholders (see discussion section). This will be important in <br />meeting Threshold Criteria #2 and #4 (see above) and can be best achieved by adding a coordination <br />task to the scope of work. <br />• A final scope, budget, and schedule will either be needed prior to executing a contract or as part of <br />the revised scope/project implementation process. <br />• A schedule of tasks was not provided. <br />• The budget does not provide detail on the other direct costs. Please provide categories and unit costs. <br />• As the prof ect partners cooperate in formulating the exact scope of work for Phase 3, please ensure <br />that it includes additional detail regarding 1) the description of the task; 2) the method or procedure <br />that will be followed to accomplish the task; and 3) the specific products or deliverables produced. <br />Examples include: please clarify the location of the 80 mile study area and the 20 miles considered <br />for the "master plan"; in Task 3.1 what is the process for agreeing on flow recommendations, what <br />flow releases are contemplated by which water providers, how will reaches with limiting factors be <br />identified and how will limiting factors be determined. For Task 3.22 provide more information on <br />the specific method for transport analysis and provide more information regarding the deliverable. <br />For Task 3.3 what channel habitats are assessed and how, how will you assess estimated loss of <br />vegetation due to flow changes and what are the thresholds/methods for correlating changes and how <br />it that estimated? For Task 3.4 provide more information on methods and deliverables, for example <br />one subtask is to collect and analyze bed material gradations but does not specify where and how. In <br />another subtask it states a review of lrydraulic characteristics, bed materials and other characteristics <br />to compare with typical procedures to determine stream parameters (bolded terms are unclear and <br />4 <br />
