3) Status of Preliminary Draft FRlEIS
. Gary Drendel (Tetra Tech) reminded the attendees that Chapters 1, 2, and
3, as well as all tables and maps, are now posted on the FTP. If anyone is
missing anything let Gary know.
. Chapter 4 is still receiving some updates related to the topographic issues
and it should be out by the end of next week. The chapter will go to Eric
and then be rolled out to Cooperators.
. Tetra Tech received comments back late last week from Gene Sturm
(CO E) on Chapter 5. Chuck Hillerson (Tetra Tech) is addressing the
comments now. Gary thinks that this Chapter will be available for the
Corps' review in a couple of weeks.
. The summary conclusions on Chapter 7 will roll out as soon as possible-
it is a fairly brief chapter. This will go to the Corps and then the
Cooperators.
. March 31 was decided on as the deadline to have Tetra Tech give
Chapters 4 and 5 to the COE for review. Eric said that the COE will have
them reviewed in one week and should have comments back to Tetra
Tech by mid-April. Pending the Corps' review, the 3rd week of April is the
goal for Tetra Tech to have Chapters 4 and 5 out to Cooperators. Rick
said that the Cooperators will plan on having review comments on these
chapters back to the COE by mid-May.
. Comments on all Chapters need to be wrapped into a preliminary
document by the end of May so that the Independent Technical Review
(ITR) team can review it. From there it will go to the AFB.
. The end of March is the target for the Mitigation Plan to be ready for
review. Tom Ryon (Otter Tail Environmental) and Steve Dougherty (ERO
Resources) agreed that the Plan could be ready in this timeframe.
. Dave added that the quicker Chapters 4 and 5 get out to Cooperators for
review the quicker the State can comment on all the chapters-he warned
that it will be a tight turnaround for his agency.
. Tom B. asked Gary about the status of the appendices. Gary said all but
the Conceptual Mitigation Plan are basically complete. Eric suggested
that all the completed appendices could be put on the FTP site so the
Cooperators can look at them (there is not a formal review process for the
appendices). Gary indicated that Tetra Tech will post all of the
appendices to the FTP site. Tom B. will send an email around when those
get posted. He reminded the attendees that these are not public
information yet and the FTP site is password protected for security
reasons.

4) Environmental Mitigation
. A draft of the Environmental Mitigation Plan has been reviewed by Gary
and comments given back to Tom R. The datum shift has delayed the
schedule a bit but now that issue is mostly resolved. The updated data

Tetra Tech

3
